3M Filtering Facepiece Respirators Imported to U.S. from Asia by FEMA Technical Reference, May, 2020 Background 3M is supplying 3M filtering facepiece respirators manufactured in Asia to the U.S. Federal Emergency Management Agency (FEMA) in response to a rated order issued under the U.S. Defense Production Act (DPA). These respirators are being imported to the U.S. by FEMA in order to assist in the response to the COVID-19 pandemic, subject to emergency use authorization by the U.S. Food and Drug Administration (FDA).
