Explain the content and the hazards associated with using the phone to your children. Remember to comply with legal requirements and local restrictions when using the phone. Otherwise you risk serious damage to health and property. The battery could explode, for instance. Cell phones can interfere with the functioning of medical devices such as hearing aids or pacemakers. Keep at least 20 cm/9 inches between phone and pacemaker. When using the cell phone hold it to the ear which is further away from the pacemaker. For more information consult your physician. The SIM card and MultiMediaCard may be removed. Caution! Small parts like this could be swallowed by young children. The mains voltage specified on the power supply unit (Volt) must not be exceeded. Otherwise the charging device may be destroyed. The ring tone (p. 43), info tones (p. 43) and handsfree talking are reproduced through the loudspeaker. Do not hold the phone to your ear when it rings or when you have switched on the handsfree function (p. 43). Otherwise you risk serious permanent damage to your hearing. You may only open the phone to replace the battery (100 % mercury-free), SIM card or MultiMediaCard. You must not open the battery under any circumstances. All other changes to this device are strictly prohibited and will invalidate the operating license. Important: Please dispose of unwanted batteries and phones as permitted by the laws in your country. The phone may cause interference in the vicinity of TV sets, radios and PCs. Your cell phone is a radio transmitter and receiver. It is designed and manufactured not to exceed the emission limits for exposure to radio frequency (RF) energy established by the Federal Communications Commission (FCC) of the U.S. Government and by Health Canada. These limits are part of comprehensive guidelines and establish permitted levels of RF energy for the general population. The guidelines were developed and confirmed by independent scientific organizations through periodic and thorough evaluation of scientific studies*. The limits include a substantial safety margin designed to assure the safety of all persons, regardless of age and health. The exposure standard for cell phones employs a unit of measurement known as the Specific Absorption Rate, or SAR. The SAR limit established by the FCC and by Health Canada is 1.6 W/kg**. Tests for SAR are conducted using standard operating positions accepted by the FCC and by Industry Canada with the phone transmitting at its highest certified power level in all tested frequency bands. Although the SAR is determined at the highest certified power level, the actual SAR level of the phone while operating can be well below the maximum value. This is because the phone is designed to operate at multiple power levels so as to use only the power required to reach the network. In general, the closer you are to a wireless base station, the lower the power output. Before a phone model is available for sale to the public, it must be tested and the manufacturer must certify to the FCC and Industry Canada that it does not exceed the limit established by each government for safe exposure. The tests are performed in positions and locations (e.g., at the ear and worn on the body), reported to the FCC and available for review by Industry Canada. The highest SAR value for this model phone when testest for use at the ear is 0.43 W/kg*** and when worn on the body is 0.39 W/kg*** Additional information on Specific Absorption Rates (SAR) can be found on the Cellular Telecommunications Internet Association (CTIA) web-site at www.phonefacts.net or the Canadian Wireless Telecommunications Association (CWTA) website www.cwta.ca. If the SIM card is credit cardsized, snap out the smaller segment and trim any rough edges. • Insert the battery sideways into the phone 3, then press downwards 4 until it engages. • Remove the cover in the direction of the arrow 1. • To remove, press the retaining tab 5 then lift the battery out. • Slide the cover over the phone 6 until it clicks into place. • Insert the SIM card in the opening with the contact area facing downwards and push gently until it engages below the holder (make sure the angled corner is in the correct position 2). Additional notes Always switch off phone before removing the battery! Only 3V SIM cards are supported. Please contact your service provider if you have an older card. Plug the charger cable into the bottom of the phone, plug the power supply unit into a mains power socket and charge for at least two hours. 15 Charge icon not visible If the battery was fully discharged, the charging symbol will not be immediately visible on connection to the power supply unit. It will appear after up to two hours. In this case the battery is fully charged after 3–4 hours. Only use the power supply unit provided! Charging time An empty battery is fully charged after about 2 hours. Charging is only possible within a temperature range of +5 °C to +40 °C. If the temperature rises/falls 5 °C above/below this, the charge symbol flashes a warning. The voltage specified on the power supply unit must not be exceeded. A beep sounds when the battery is nearly empty. The charge level of the battery is displayed correctly only after uninterrupted charging/discharging. You should therefore not remove the battery unnecessarily and where possible not interrupt charging prematurely. Additional notes The power supply unit will become hot after extended use. This is normal and is not dangerous. To free up more space for your own pictures and sounds, the dictionaries for all unselected languages are deleted from the phone. You can also make this selection at a later time. By pressing the soft key §SOS§ you can make an emergency call on any network without a SIM card and without entering a PIN (not available in all countries). Signal strength Strong reception signal. A weak signal reduces the callquality and may lead to loss of the connection. Change your location. The PIN is usually requested each time the phone is switched on. You can deactivate this feature but you risk unauthorized use of the phone. Some service providers do not permit deactivating the control. PIN §Select§ Protects your SIM card (personal identification number). Press. Enter PIN. Change phonecode You define the phone code (4 to 8 digits) when calling up a phonecode protected function for the first time. It is then valid for all phonecode protected functions. Following the third unsuccessful attempt, access to the phone code and the functions that use it is denied. In such an instance contact Siemens Service (p. 50). Preventing accidental activation Even if PIN entry is deactivated (p. 19) confirmation is required to switch on phone. This prevents accidental activation of the phone, e.g. when you are carrying it in a bag or when you are travelling in an aircraft. Hold down. Please confirm switch on OK Cancel Clear SIM card barring §OK§ If the PIN is entered incorrectly three times, the SIM card is barred. Enter the PUK (MASTER PIN), provided by your service provider with the SIM card, according to instructions. If the PUK (MASTER PIN) has been lost, please contact your service provider. Press. Press the Call key to dial. End call Press the End key briefly. The call is ended. Press this key even if the person on the other end of the line has hung up first. Set volume Use the control key (top) to start adjusting the volume during conversation. Set volume and confirm with §OK§. If a Car Kit is used, its volume setting will not affect the usual setting on the phone. For redialing previously dialed numbers: Press the Call key once. Pick out the required phone number from the list, then press ... Press .... When a number is busy Autom. Redial previous numbers §Auto dial§ The phone number is automatically dialed ten times at increasing time intervals. Or Call back §Call back§ Your phone rings when the busy number is free. An incoming call will interrupt any other use of the phone. §Answer§ or A press. If the phone number has been transmitted by the network, it is displayed. If the caller's name also appears in the Phonebook, this will appear instead of the number. If set, a picture can be displayed instead of the bell icon. Accept the new call. 23 • You can call up to 5 subscribers and connect them to set up a telephone multi party. When the new connection is established: y menu§ y menu§ Open the menu and select Hold. The current call is put on hold. Now dial a new number. When the new connection is established ... ... Open the menu and select Multi Party. The held call is joined. Repeat procedure until all participants are linked together (up to 5 participants). End All calls in the multi party are ended simultaneously when the End key is pressed. The cursor advances after a short delay. The following summarizes what is know — and what remains unknown — about whether these products can pose a hazard to health, and what can be done to minimize any potential risk. This information may be used to respond to questions. Why the concern? Mobile phones emit low levels of radio frequency energy (i.e., radio frequency radiation) in the microwave range while being used. They also emit very low levels of radio frequency energy (RF), considered non-significant, when in the stand-by mode. It is well known that high levels of RF can produce biological damage through heating effects (this is how your microwave oven is able to cook food). However, it is not known whether, to what extent, or through what mechanism, lower levels of RF might cause adverse health effects as well. Although some research has 55 been done to address these questions, no clear picture of the biological effects of this type of radiation has emerged to date. Thus, the available science does not allow us to conclude that mobile phones are absolutely safe, or that they are unsafe. However, the available scientific evidence does not demonstrate adverse health effects associated with the use of mobile phones. What kinds of phones are in question? Questions have been raised about hand-held mobile phones, the kind that have a built-in antenna that is positioned close to the user's head during normal telephone conversation. These types of mobile phones are of concern because of the short distance between the phone's antenna — the primary source of the RF — and the person's head. The exposure to RF from mobile phones in which the antenna is located at greater distances from the user (on the outside of a car, for example) is drastically lower than that from hand-held phones, because a person's RF exposure decreases rapidly with distance from the source. The safety of so-called “cordless phones,” which have a base unit connected to the telephone wiring in a house and which operate at far lower power levels and frequencies, has not been questioned. Briefly, there is not enough evidence to know for sure, either way; however, research efforts are on-going. The existing scientific evidence is conflicting and many of the studies that have been done to date have suffered from flaws in their research methods. Animal experiments investigating the effects of RF exposures characteristic of mobile phones have yielded conflicting results. A few animal studies, however, have suggested that low levels of RF could accelerate the development of cancer in laboratory animals. In one study, mice genetically altered to be predisposed to developing one type of cancer developed more than twice as many such cancers when they were exposed to RF energy compared to controls. There is much uncertainty among scientists about whether results obtained from animal studies apply to the use of mobile phones. First, it is uncertain how to apply the results obtained in rats and mice to humans. Second, many of the studies showed increased tumor development used animals that had already been treated with cancercausing chemicals, and other studies exposed the animals to the RF virtually continuously — up to 22 hours per day. For the past five years in the United States, the mobile phone industry has supported research into the safe- ty of mobile phones. This research has resulted in two findings in particular that merit additional study: 1. In a hospital-based, case-control study, researchers looked for an association between mobile phone use and either glioma (a type of brain cancer) or acoustic neuroma (a benign tumor of the nerve sheath). No statistically significant association was found between mobile phone use and acoustic neuroma. There was also no association between mobile phone use and gliomas when all types of gliomas were considered together. It should be noted that the average length of mobile phone exposure in this study was less than three years. When 20 types of glioma were considered separately, however, an association was found between mobile phone use and one rare type of glioma, neuroepithelliomatous tumors. It is possible with multiple comparisons of the same sample that this association occurred by chance. Moreover, the risk did not increase with how often the mobile phone was used, or the length of the calls. In fact, the risk actually decreased with cumulative hours of mobile phone use. Most cancer causing agents increase risk with increased exposure. Researchers conducted a large battery of laboratory tests to assess the effects of exposure to mobile phone RF on genetic material. These included tests for several kinds of abnormalities, including mutations, chromosomal aberrations, DNA strand breaks, and structural changes in the genetic material of blood cells called lymphocytes. None of the tests showed any effect of the RF except for the micronucleus assay, which detects structural effects on the genetic material. The cells in this assay showed changes after exposure to simulated cell phone radiation, but only after 24 hours of exposure. It is possible that exposing the test cells to radiation for this long resulted in heating. Since this assay is known to be sensitive to heating, heat alone could have caused the abnormalities to occur. The data already in the literature on the response of the micronucleus assay to RF are conflicting. Thus follow-up research is necessary. 2 FDA is currently working with government, industry, and academic groups to ensure the proper followup to these industry-funded research findings. Collaboration with the Cellular Telecommunications Industry Association (CTIA) in particular is expected to lead to FDA providing research recommendations and scientific oversight of new CTIA-funded research based on such 57 recommendations. Two other studies of interest have been reported recently in the literature: • Two groups of 18 people were exposed to simulated mobile phone signals under laboratory conditions while they performed cognitive function tests. There were no changes in the subjects' ability to recall words, numbers, or pictures, or in their spatial memory, but they were able to make choices more quickly in one visual test when they were exposed to simulated mobile phone signals. This was the only change noted among more than 20 variables compared.3 • In a study of 209 brain tumor cases and 425 matched controls, there was no increased risk of brain tumors associated with mobile phone use. When tumors did exist in certain locations, however, they were more likely to be on the side of the head where the mobile phone was used. Because this occurred in only a small number of cases, the increased likelihood was too small to be statistically significant.4 In summary, we do not have enough information at this point to assure the public that there are, or are not, any low incident health problems associated with use of mobile phones. What is known about cases of human cancer that have been reported in users of hand-held mobile phones? Some people who have used mobile phones have been diagnosed with brain cancer. But it is important to understand that this type of cancer also occurs among people who have not used mobile phones. In fact, brain cancer occurs in the U.S. population at a rate of about 6 new cases per 100,000 people each year. At that rate, assuming 80 million users of mobile phones (a number increasing at a rate of about 1 million per month), about 4800 cases of brain cancer would be expected each year among those 80 million people, whether or not they used their phones. Thus it is not possible to tell whether any individual's cancer arose because of the phone, or whether it would have happened anyway. A key question is whether the risk of getting a particular form of cancer is greater among people who use mobile phones than among the rest of the population. One way to answer that question is to compare the usage of mobile phones among people with brain cancer with the use of mobile phones among appropriately matched peo- ple without brain cancer. This is called a case-control study. The current case-control study of brain cancers by the National Cancer Institute, as well as the follow-up research to be sponsored by industry, will begin to generate this type of information. What is FDA's role concerning the safety of mobile phones? Under the law, FDA does not review the safety of radiation emitting consumer products such as mobile phones before marketing, as it does with new drugs or medical devices. However, the agency has authority to take action if mobile phones are shown to emit radiation at a level that is hazardous to the user. In such a case, FDA could require the manufacturers of mobile phones to notify users of the health hazard and to repair, replace or recall the phones so that the hazard no longer exists. Although the existing scientific data do not justify FDA regulatory actions at this time, FDA has urged the mobile phone industry to take a number of steps to assure public safety.
