Invitation to Tender
Provision of Musical Instruments
1. Purpose:
To supply musical instruments (as indicated) to the Seven Oaks School Division.
2. General Requirements:
Delivery: Goods to be delivered between mid to late August 2013.
Invoice must be dated after July 1, 2013.
Equipment Warranty: as indicated in the specification information below.
Supplier to provide:
Outright purchase price including all additional charges except PST and GST.
All tenders submitted to the Seven Oaks School Division, Winnipeg, Manitoba become
the property of the Division. All submissions will be treated in confidence.
The tender and all forms/sheets must show the name of the firm and must be signed
by a person duly authorized to sign on behalf of the bidder. The name and title of that
authorized person so signing must be clearly printed or typed under that signature.
The Division reserves the right to accept or reject any tender or any part thereof, and
to annul the process and reject all tenders at any time, without thereby incurring any
liability to the affected bidders or any obligation to inform the affected bidders of the
grounds for the Division’s actions.
No employee of the Division shall act as agent for any person in the sale, or in
promoting the sale of anything for use in the school division in which the employee is
employed, or receive any remuneration or other compensation for the sale or any
promotion thereof.
All prices are to be firm for acceptance for a minimum of (30) days from the closing
date of the invitation to Tender.
The lowest or any tender may not necessarily be accepted.
In addition, the Division reserves the right to request selected suppliers to provide the
necessary follow-up information or to make a presentation to the proper officers of the
Division.
3. Criteria for Selection
Ability of bidder(s) to fulfill all requirements as outlined in the Invitation to Tender.
4. Qualification
Seven Oaks School Division reserves the right to fully investigate the qualifications of
any bidder(s) based on references supplied.

All instruments must conform to the specifications for the musical instruments, as follows:

Plateau key on wing joint third finger hole. Rollers on F, Ab, Eb, and Db. Metal tubes
extending into the bore in the finger holes of the wing joint to prevent water from
entering the tone holes. All posts set in epoxy and spring posts are locked with
screws. Body: Polypropylene, molded with critical dimensions machine finished. Body
lock. Intonation: A-440 plus or minus one cent, covering all notes (measured at 72
degrees Fahrenheit). Bocals: Numbers 1 and 2, C Bore. Accessories included: fine
plush-lined case, 2 reeds, seat strap, crutch, 2 drop swabs.

Instrument Warranty: The quote should also include a maintenance agreement for all of the
above noted instruments. The maintenance agreement should include all minor repairs,
adjustments, replacing pads, taking out small dents, alignments, straightening of keys and
summer cleaning of all instruments.
6. Evaluation
Tenders will be evaluated in accordance within the criteria as outlined.
To assist the Division, the award evaluation criteria is based on, but not limited to, the
following:
a) All specification terms, specifications and conditions compiled with and met.
b) Price of tender including:
- Warranty support and
- Any other relevant options associated with pricing
c) Strength of organization submitting tender.
d) Submission of satisfactory reference checks with tender, submitted on company
letterhead, minimum of three references.
e) System and service offered meets the required specifications.
f) Company profile submitted with tender.
The Division reserves the right to seek clarification of any or all suppliers in order to assist
in the evaluation process.
7. References
A list of three (3) references for which your company has supplied similar services and/or
the type and scope of services proposed must be included in your submission.
8. Contract/Specification Amendments
The Seven Oaks School Division reserves the right to negotiate with any company/supplier
submitting a response to alter, clarify or further enhance the company’s tender and/or
any contract arising out of the acceptance of the response.
Contract Term: This contract will endure for a two (2) year term starting June 1, 2013 and
ending May 31, 2015. The Seven Oaks School Division may terminate the contract at the
end of the second year or the Seven Oaks School Division may exercise the option to
extend this contract for a third year and then possibly a fourth year.
