Matt’s note to the 2011 Edition:
2011 marks the tenth year of the lefande.com Collateral List. While this list was originally
created for my personal use, the list’s popularity and utility has grown together with our use of
the internet and mobile computing over the last decade. I have been criticized on occasion for
continuing to publish an “official looking” document without governmental authority or
oversight. I find the need to remind these critics that the District of Columbia Government failed
to produce this document on its own for many years and this list’s creation by me was one of
necessity. Even today, the Secretary of the District of Columbia fails to maintain an up-to-date
listing of civil fines within its copy of Chapter 26 of Title 18 of the District of Columbia
Municipal Regulations on the office’s website and fines and amendments must be discerned
from the bits and pieces of the District of Columbia Register linked therein. While my own need
for a comprehensive Collateral List may have passed (as I have not issued an NOI in several
years now), I am often reminded that this list is used on a daily basis by police officers, attorneys
and the general public. For this reason, I will continue to make it available on my website, and
when prompted, make revisions, corrections and new editions as circumstances warrant.
In compiling this year’s edition, I found it necessary to add certain annotations regarding the
sources of my information. Officials of various police departments in the District of Columbia
have provided me with what is sometimes conflicting information regarding the current fines for
these violations and I have done my best to discern the most correct and current information.
Some of this information will still conflict with what you may believe to be authoritative
government documents. Most likely I have seen the document you have and have overwritten its
information with information I find to be more authoritative. Ultimately, this document reflects
my interpretation as an attorney of the law as it is written and amended. Nevertheless, I still
welcome your input and assistance in this endeavor. matt@lefande.com

These offenses are regularly handled by citation and release by WMATA officers. It is possible that such minor
offenses could be dealt with by a PD 61-D by MPD officers. However, it is normal MPD practice to arrest the
offender and have them post and forfeit collateral at the station in accordance with D.C. Code § 5-335.01. The fines
listed are the maximum amount permitted under the D.C. Code. The amounts in parenthesis reflect the collateral
required to post and forfeit under MPD General Order 503.03, Attachment “A”.
