CALIFORNIA
All motorboats plus sailboats exceeding 8
ft. in length – Effective - 1959
NEW MEXICO
All motorboats and sailboats 10 ft. or longer -
Effective July 1, 1987.
DISTRICT OF COLUMBIA
All vessels that renew a registration after
March 14, 1984.
NEW YORK
All vessels 14 ft. or more in length with a model
year of 1987 or newer - Effective June 1, 1986.
FLORIDA
All undocumented vessels not exempted
by Section 328.03, F.S. Effective Jan. 1,
1968
NORTH CAROLINA
Titling is optional for all watercraft, which
includes every description, other than a seaplane
on the water used or capable of being used as a
means of transportation. Effective Jan., 1990
Effective 1-1-2006 – Anyone who purchases or
transfers a motorized vessel 14 ft. or longer, who
owns a personal watercraft (jet ski) or who has a
lien on a vessel , regardless of size, will be
required to title the vessel . This mandatory
titling requirement will affect only new vessel
purchases and transfers; existing vessel owners
will not be required to obtain a title certificate.
IDAHO
All vessels w/ permanently attached
propulsion, model year 2000 or newer, or
any non-exempt model 2000 or newer
12ft in length regardless of propulsion
*OHIO
All watercraft with propulsion, plus outboard
motors exceeding 9.99 horsepower - effective
1964. All PWC required to be titled.
Individuals and dealerships owning boats prior
to 1/1/00 are required to title PWC when
watercraft is sold, mortgaged, or transferred.

All motorboats plus sailboats exceeding

All watercraft plus outboard motors exceeding
10 H.P. Effective 1959.
INDIANA
All registered vessels acquired by an
owner after 1/1/86, or any vessel sold,
mortgaged, or transferred after 1/1/86 –
Effective - 1/1/86.
OREGON
All motorboats plus sailboats 12 ft. or more in
length - Effective 1959
IOWA
All vessels 17ft or more in length
Effective 1/1/88. Do not require bill of
sale or MSO to be notarized.
PENNSYLVANIA
14 ft. or more with propulsion - 1997 year or
newer. Jet Ski beginning 1997 year or coming
from another titling state. Effective - 3/98
KENTUCKY
All motorboats – Effective - 1/1/90
RHODE ISLAND
All vessels - Effective Jan .1, 1989
MARYLAND
All motorboats – Effective - 1/1/65
* SOUTH CAROLINA
All watercraft over 14 ft. and all outboard
motors 5 H.P. and greater. Effective July 1,
1974. All watercraft must be titled including all
sailboats. Effective - June 8, 1989.
MASSACHUSETTS
All vessels 14ft or more in length
Effective 4/15/90
SOUTH DAKOTA
Title vessels 16 ft. or more in length, which
were purchased or acquired on or after March 1,
1992. Effective - . 3/92
MICHIGAN
All watercraft 20ft or more in length;
shorter craft if they have permanently
affixed engines. Effective - 4/77

Motorboat exceeding 14 ft. in length - plus
outboard motors of 12 H.P. or more Effective

Vessels over 16 ft in length Effective -

Title all boats 1985 or newer. Do not title any
boats 1984 or older. Do not title canoes or
inflatable unless they have propulsion. Title
outboard motors over 25HP and newer than
1984

Optional for all motorized vessels. Title
outboard motors w/ no restrictions on HP.
Sailboats only under auxiliary power.
