1 Overview
A Background
1-NAP, subparagraph 23 E requires County Offices to notify producers of prior year NAP
coverage and the opportunity to purchase coverage for the subsequent year no fewer than
60 calendar days before the first application closing date. An automated process will
generate a letter and crop list attachment notifying producers of the crops/types/intended
uses/planting periods that were previously covered and the service fee that will be required to
continue the same coverage for the 2011 crop year.
1-NAP, paragraph 23 provides policy applicable to CCC-471’s. For the 2011 crop year, the
CCC-471 software has been rolled over and is being made available.
To enable County Offices to timely process crop year 2011 CCC-471’s and collect service
fees, rollover of the 2010 NCT records will take place on January 21, 2010, at 6 p.m. c.t. The
2011 NCT web application software will be available to State and County Offices on
January 25, 2010.
B Purpose
This notice provides State and County Offices that:
crop records loaded in the 2010 NCT will rollover to the 2011 NCT on January 21, 2010,
at 6 p.m. c.t.
the 2009, 2010, and 2011 NCT web applications will be unavailable on January 22, 2010
the 2009, 2010, and 2011 NCT web applications will be available January 25, 2010
the software to print 2011 NAP continuous coverage reminder letters will be transmitted
to County Offices on or about February 12, 2010
the software to accept 2011 CCC-471’s will be included in County Release No. 685.

2 Continuous Coverage Reminder Letters and CCC-471’s
A Software
The software to print 2011 NAP continuous coverage reminder letters will be transmitted to
County Offices on or about February 12, 2010. The software will also be included in County
Release No. 685.
The software to accept 2011 CCC-471’s will be included in County Release No. 685.
B County Office Action
County Offices shall print the 2011 NAP continuous coverage letters:
according to 1-NAP, subparagraph 891 B
no fewer than 60 calendar days before the first application closing date for the 2011 crop
year
using the “all” option when the letters are printed for the first time.
County Offices can begin accepting 2011 CCC-471’s after all 2011 NAP continuous
coverage letters have been printed.
3 Establishing 2011 NCT Records
A Migrating 2010 NCT Data to 2011 NCT
All 2010 NCT records, including historical data, will rollover to the 2011 NCT unless the
record has been inactive for 3 or more years (2007, 2008, and 2009). Records inactive for
3 or more years will not rollover.
Any updates to records, or new records added in the 2010 NCT after January 21, 2010,
6 p.m. c.t. will not be reflected in the 2011 NCT record. The user must access the record in
the 2011 NCT to make updates or add new records.
The 2009 and 2010 NCT web applications will be offline and not available to State and
County Offices on January 22, 2010, to complete the rollover process.

B 2011 NCT Web Application
The 2011 NCT will be available to State and County Offices on or about January 25, 2010.
Authorized NCT users can access NCT from the FSA Intranet at
http://fsaintranet.sc.egov.usda.gov/fsa/FSAIntranet_applications.html.
In addition, the 2009 and 2010 NCT web applications will resume to operational status on
January 25, 2010.

web-based application.
