ESOs and Training Officers
Changes to the NRTC Program
The change in NRTC administration announced by NAVADMIN 0333/00 is complete. NRTCs are no
longer available through the supply system. They must be obtained from, and graded by, NETPDTC.
All copies of answer keys should be disposed of by burning or shredding since local grading is no
longer authorized. Obsolete NRTCs should be discarded. Feedback reports are not necessary.
NAVADMIN 042/00 sets the responsibility for documenting course completion with the member's
command. Course completion information can be obtained from the course completion letter issued to
the individual by NETPDTC or from the "Command Representative" function at https://www.courses.
cnet.navy.mil.
NETPDTC sends course completion information to NRPC New Orleans and to the member's
Electronic Training Jacket.
These changes to the NRTC program will assist in removing the administrative burden from
commands while ensuring the NRTC program remains responsive to the needs of Sailors and
commands.
Bulk Ordering Courses
NRTCs may not be bulk ordered. Commands desiring to stock printed course materials must order the
courses on CD ROM, or download from https://www.advancement.cnet.navy.mil, then print the
course material locally. The Naval Advancement Center advises against stocking printed course
material since these courses frequently change and you risk issuing outdated courses. When Sailors
enroll in a course they routinely receive course material within two to three weeks.
Command Representative
The Naval Advancement Center has developed a "Command Representative" function on https://
www.courses.cnet.navy.mil to facilitate commands with the enrollment and tracking of their
members' NRTCs. If your command wants to acquire a Command Representative account, or needs
to retrieve their password, send a request to the address below. Phone, fax, or e-mail requests will not
be accepted.

NRTC Terms

NRTC Terms and Definations
Nonresident Training Training that takes place outside the institutional
(resident) training location.
Special Publications (SP) SPs are manuals or catalogs that provide information
of general benefit to all Navy personnel. SP
publications do not have associated course
assignments and are not available in print. SPs can be
downloaded from https://www.advancement.cnet.
navy.mil.
Nonresident Training Course (NRTC) A self-study package designed to help a student
acquire Navy professional or military knowledge in
perparation for an advancement exam. The package
normally consists of a course text and a set of course
assignments, and may be delivered in printed or
digital form or both. Some NRTC's require the
member to obtain the existing manual, instruction, or
an off-the-shelf commercial textbook.
NRTC Content Some NRTCs are developed for specific ratings (e.g.,
MN, BM, QM, etc.) or communities of ratings with
shared occupational knowledge (e.g., electricity/
electronics: ET, EM, AT, STG, etc.). Other courses
cover military knowledge information and are
applicable to all ratings. Both kinds of NRTCs often
refer the learner to other publications for additional or
detailed information.
Credit for Course Completion To receive credit for completing an NRTC, the
member must achieve a minimum overall grade of
3.2. Overall grades are calculated by averaging
individual course assignments.
Course Enrollment Members enroll in unclassified courses through https://
courses.cnet.navy.mil much like enrolling in a college
course.
Classified courses are obtained by local commands for
members. Local commands must enroll students by
naval message or by command letterhead signed "By
Direction". Local commands may also enroll members
in unclassified and classfied courses by through the
Command Representative option at https://courses.
cnet.navy.mil .
NRTC Terms
Retirement Points Naval Reservists may earn retirement points for
successful course completion as authorized under
current directives. Active duty personnel do not
receive retirement points. More information on
retirment points can be found at http://www.nrpc.nola.
navy.mil/retirement.aspx. The course listing section of
this catalog lists retirement points awarded for each
course. NETPDTC reports course completions to
NRPC New Orleans on the first Monday of each
month.

Enrollment Information
Course materials The only way to get course materials is to enroll
in a course. We do not provide course materials
to create personal or command libraries or to
meet the requirements of an instruction or
regulation. NRTC CD sets are available to
commands these purposes. We provide paper
courses to Active Duty Navy and Drilling
Reserves ONLY. All others get courses on CD-
ROM.
Number of Courses You may be enrolled in up to four courses at one
time.
NRTC completion time limits A course must be completed within 12 months
from the date of enrollment. The 12-month period
includes time taken for resubmitting failed
assignments.
Grading courses
Top
Assignments may be submitted to our Web site as
they are completed, and instant scoring is
available. Your completion letter is available as
soon as you pass all assignments. To submit
assignments go to https://www.courses.cnet.navy.
mil, log in to Student Services, then click on
"View Info/Submit Answers" next to the course
you wish to submit answers for.
Course completion The course is successfully completed once all
assignments are submitted and you have a 3.2 or
higher average on all assignments. When you
complete the course we will mail you a
completion letter, or you can print a completion
letter from https://www.courses.cnet.navy.mil.
Once a course is successfully completed you may
not submit more assignments for that course.
Failed assignments A assignment with an overall score less than 3.2
is considered a failure. Failed assignments may
not be resubmitted until all assignments have
been submitted and graded. Failed assignments
may only be resubmitted once. If your average
score for all assignments is 3.2 or higher you will
not need to resubmit failed assignments.
Enrollment Information
Re-enrollment in a failed course If you fail a course we will dis-enroll you from
the course and you may not re-enroll in that
course for six months. If you score below a 2.0
on the course you must wait 12 months from the
original enrollment date before you can re-enroll
in the course and it will continue to count as one
of the four courses you may be enrolled in at any
one time until the 12 month period elapses.
Waivers for this policy will be granted when
requested in writing by your Commanding
Officer.
Withdrawing from a course
Top
Due to administrative, printing, and distribution
costs, we expect you to complete courses you
enroll in. You should not enroll in a course just
to get the text book. You can get the books by
downloading them from https://www.
advancement.cnet.navy.mil or from the NRTC
CD ROM sets we make available to all
commands.
If you enroll in a course because you plan to
change rates, or are in a Striker Selection
Program, and you do not change rates, or can not
strike for that rate, you must still complete the
course. Waivers for this policy will be granted
when requested in writing by your Command.
Replacing lost courses If you lose your course materials you must
download the course from https://www.
advancement.cnet.navy.mil or get it from the
NRTC CD ROM sets we make available to all
commands. We will also replace course materials
when requested in writing by your Command.

NRTC CD ROMs
The Navy Advancement Center has developed a series of NRTC CD ROMs. These CDs contain
course materials in Portable Document Format (PDF) and are duplicates of printed courses. These
courses are not interactive multimedia and do not require a computer to be completed.
CDs for Command Use
These CDs are intended for use to be used on command Intranets, networks, or in Technical Libraries
or Learning Centers, or to be available for Sailors to print course material. These CDs may not be
ordered by individuals and should not be ordered for individual use.
Due to budget restraints, commands should order limited quantities of these CDs and we restrict
orders to Navy, Marine, and Coast Guard. Commands may order these CDs via Naval Message or by
letter. Phone, fax, or e-mail orders can not be accepted. Both message and letter should include the
command's UIC, CD Title, Volume number, and point of contact information.

a. currently hold the requisite security clearance
b. are assigned to an activity having adequate facilities for the
proper stowage and protection of the materials
c. have completed any prerequisite course(s)
d. normally are in one of the following categories:
Active duty personnel of any service assigned duty with the
Naval Security Group.
Inactive duty personnel of any service assigned duty with the
Naval Reserve Security Group and residing in the United States.
Marine Corps personnel assigned duty with a component of the
Naval Security Group, a Marine Support Battalion, Radio
Battalion, or a Special Security Communications team.
Civilian personnel employed by activities providing functional
support to the Naval Security Group mission.
2. Exceptions may be made on a case-by-case basis.

How to enroll 1. Enlisted Personnel, Officers, and Civilians.
Personnel at elements that maintain a NAVSECGRU
nonresident training library should enroll at, and have
assignments graded by, their local library.
Personnel at elements that DO NOT maintain a NAVSECGRU
nonresident training library should enroll by letter (via the chain
of command) with Code N316 at NETPDTC. (See mailing
address on the first page.)
2. Enrollment requests to Code N316 NETPDTC should indicate the
specific material required, student's need-to-know, stowage capabilities,
and clearance certification (when appropriate).
Answer sheets Use conventional answer sheets for NSGTCs.
How assignments are
graded 1. Return completed assignments to the issuing authority (NAVSECGRU
library or Code N316 NETPDTC) for grading.
NAVSECGRU libraries will grade assignments and make a page
4 service record entry locally.
Code N316 NETPDTC will grade assignments and issue a
completion letter. Completed assignments should be returned to
Code N316 NETPDTC as soon as they are completed. DO NOT
HOLD COMPLETED ASSIGNMENTS. DO NOT RETURN
TEXTS OR COURSE BOOKS to Code N316 NETPDTC.
2. Return course materials to the issuing authority upon course completion
Grades 1. A passing score is 3.2 or above.
2. Students receiving a failing score on an assignment must resubmit a
new answer sheet marked RESUBMIT.
3. The maximum grade for a resubmitted assignment is 3.2.
4. Scores on resubmitted assignments will be averaged into the overall
score.
5. To qualify for a completion letter, students must achieve an overall
course grade of at least 3.2.
NAVSECGRU Products Administration
Completion letters 1. Completion letters are issued to all personnel who complete a course
administered by Code N316 NETPDTC.
2. Completion letters become a permanent part of an officer's service
record and serve as the basis for service record entries for enlisted
personnel.
USNR retirement
points 1. Each course lists the recommended points for USNR retirement.
2. For detailed information about retirement points, refer to the effective
edition of BUPERSINST 1001.39C.
How to provide
student feedback 1. Comments and recommendations from students are highly valued.
Informal notes or memorandums are encouraged.
