SDG&E’S SUNRISE POWERLINK PROJECT

Subject: Weekly Reports 24 – February 27 to March 5, 2011

INTRODUCTION

This report provides a summary of the construction and compliance activities associated with the SDG&E

Sunrise Powerlink Project. This report is organized as follows:

 Transmission Line Construction

 Substation Construction and Upgrades

 Construction Yards and Other Workspaces

A summary of the Notices to Proceed with construction and Variance Request activity are also provided

(see Tables 1 and 2, respectively, near the end of this report). Finally, a summary of Temporary Extra

Workspace and non-compliance activity are provided in Tables 3 and 4, respectively.

TRANSMISSION LINE CONSTRUCTION

Summary of Activity:

1. Link 1, 500 kV Overhead Transmission Line:

 Conventional foundation drilling and concrete pouring was conducted at EP 217-1, EP 218-1, EP

219-1, EP 243, EP 244, EP 215, EP 210, EP 211, EP 213, and EP 214 (see Figures 1 and 2).

 Micropile work was performed at EP 221-2, EP 221-A, EP 223-1, EP 224-1, EP 225-1, EP 226-1,

EP 227, EP 229-1, EP 230-1, EP 231-1, EP 231-A, EP235-1, and EP 238-1 (see Figure 3).

 Conventional structure assembly occurred at EP 217-1, EP 218-1, EP 200A-1, EP 201-3, EP 202-3,

EP 203-3, EP 204-3, EP 205-2, EP 206-1, EP 207, EP 208, EP 209-1, and EP 210.

 Helicopter structure assembly was performed at EP 227, EP 228, EP 229-1, EP 230-1, EP 231-1,

EP 232-1, EP 233-1, EP 234-1, EP 235-1, EP 236-1, EP 237-1, EP 238-1, EP 239-1, EP 244, EP 245-1,

EP 246, EP 247, EP 248, EP 249, EP 250, EP 251, EP 194-2, EP 195-1, EP 197-2, and EP 199-3.

 Driveway installations occurred at Tower EP 236, EP 237-1 pull site, EP 243, EP 244, EP 245-1

thru EP 244.

 Access road improvements were conducted at EP 245-1 thru EP 244.

 12 kV relocation continued on the West side of McCain Valley Road.

 The Desert Rose Ranch Road mobile home continues to be disassembled for relocation.

2. Link 2, 500 kV Overhead Transmission Line:

 A radio communications site was installed at Tower EP 87-1’s Tower Staging and Access Pad (TSAP).

 Soil boring continued at EP 85-2.

 TSAP grading and structure clearing occurred at EP 79, EP 80, EP 81, and EP 87.

 Clearing was scheduled, but not started at CP 51-2, CP 45-1 and TSAPs, because of a traffic

control permit required to take loads over a road by helicopter had not been obtained.

3. Link 4, 220 kV Underground Transmission Line:

 Excavation continues at the exit pit to the Interstate 8 (I-8) jack-and-bore (north side of I-8) (see

Figure 4).

 Vaults V2L, V2R, and V8L were set (see Figure 5).

 Bridge abutment excavation work continued for the Bauer Bridge.

 Pot-holing was conducted along Alpine Boulevard from West Victoria to the west 700 feet; at 1850

Alpine Boulevard. just west of Tavern Road.

 Excavation for ins-and-outs and trenching was conducted at the following: I-8 jack-and-bore exit

pit, V2R, V7R, V8L, V9L, V13L, V16L, V17L, V18, and Alpine Boulevard at South Grade Road.

 Drilling and saw-cutting was conducted at V2R, V5R, V7L, V9L, V11L, V12L, V13L, V19L and

along Alpine Blvd. just west of Tavern Road. Crews mobilized at the south jck-and-bore site to

begin boring.

 On March 1, there were a dozen people protesting the Sunrise Powerlink Project in downtown Alpine

across from the Shell Gas Station (see Figure 6).

4. Link 5, 220 kV Overhead Transmission Line:

 BMP repair occurred at Tower CP 17, CP 25, CP 26 and CP 44 (see Figure 7).

 Engineering crews conducted site inspections at CP 16 and CP 17.

 Work was conducted on Tie Lines (TL) 6916 and 639. On TL 639 maintenance was performed

on the access roads, one pole replaced and holes drilled for additional pole replacement.

5. Pre-Construction surveys were performed throughout Link 1, 2 and 5 with appropriate monitors.

Environmental Compliance:

1. Biological, Cultural, and Native American monitors were present as applicable during all transmission

line construction activities.

2. Review of Link 1 was performed by SDGE representatives with State Water Resource Board repre-

sentative and US Forest Service representatives.

3. Review of the Bauer Bridge was performed by State Water Resource Board representative and the

CPUC Lead EM.

4. During grading activities near EP 244, Link 1, a San Diego Desert Woodrat (Neotoma lepida) was

killed. No apparent midden was noted.

5. The SDG&E Link Lead was notified of a personal vehicle parking along McCain Valley Road outside

of approved disturbance areas, Link 1.

6. Erosion repair and BMP maintenance occurred on access roads to EP 84 and EP 85-2, Link 2.

7. A small motor oil leak was discovered at the south jack-and-bore entrance pit on Link 4. It was imme-

diately cleaned up. The leak was not in or near storm water, waterways or Environmentally Sensitive

Areas (ESAs). Reporting was made to the Caltrans HazMat Manager.

No Non-Compliance Reports or Project Memoranda were issued during the subject period for Transmission

Line Construction activities. Non-Compliance activities for the project to date are summarized in Table 4.

 Brian Paul (USFS) and Forest Service Monitors.

SUBSTATION CONSTRUCTION AND UPGRADES

Summary of Activity:

1. Suncrest Substation: Drilling for blasting has occurred in three locations on the pad, while blasting

has occurred on the eastern slope of the pad.

2. Imperial Valley Substation Upgrade: Approval to start work at 5:30 a.m. was received from Imperial

County. Crews have been on site excavating for switch and breaker pads, as well as framing and installing

rebar.

3. Construction of a retaining wall around 230 kV transformer occurred at the San Luis Rey Substation.

Crews were finishing a 69 kV Tie Line and work within the control room.

4. Construction of a new control shelter, breaker pads, and potential transformer pads occurred at the

Encina Substation (see Figure 8). A drilling crew was on site to drill for switch stands and dead ends.

Environmental Compliance:

1. All applicable Biological, Cultural, Paleontological, and Native American monitors have been present

during ground disturbing activities at all substations.

2. Review of Suncrest Substation was performed by SDGE representatives with State Water Resource

Board representatives and the CPUC Lead EM.

3. BMP maintenance and installation was conducted along the access road and pad site at the Suncrest

Substation. Installation of temporary culverts in the road to divert groundwater was conducted. Bird

nests were identified and buffers installed on the access road and on the pad.

4. A Biological Monitor has been at San Luis Rey Substation for all work, including monitoring the big

horned owl nest and the approved buffer reduction area.

No Non-Compliance Reports or Project Memoranda were issued during the subject period for Substation

Construction and Upgrade activities. Non-Compliance activities for the project to date are summarized in

Table 4.

CONSTRUCTION YARDS AND OTHER WORKSPACES:

Summary of Activity:

1. Delivery of equipment, monopoles and wire reels continued at the Alpine Construction Yard. Construc-

tion of additional temporary offices commenced.

2. No ground disturbing activities were conducted at the Alpine Regional Field Office (Alpine RFO).

3. Steel deliveries continue to be made at the Rough Acres Construction Yard.

4. Equipment delivery continues to be made at Thomas Yard. Testing for fiber optics was performed. The

SDG&E Link Lead monitored for any burrowing owls during activity on site.

5. Fence slat removal was completed at Jacumba Valley Ranch, due to helicopter safety. Driveway instal-

lation activities were performed. Fence was installed around the leach field. Staging for structure assembly

and micro-piles was conducted. On March 1, emergency repair work was conducted on a damaged

water pipe outside of normal construction hours.

6. The set-up of the Wilson Yard has been completed. The variance for the water supply pond and secondary

entrance has been approved and work is scheduled.

7. Steel delivery and structure assembly occurred at the Helix Construction Yard.

8. A nest buffer reduction was granted for the access road to the Hartung Construction Yard; no activity

occurred.

9. A field office was completed at the Bartlett-Hauser Construction Yard and a weed wash station was

installed. Steel delivery and structure assembly continued.

10. There was minimal activity at the SWAT Construction Yard

11. Fencing and a weed wash station were set up at the Kruetzkamp Construction Yard.

Environmental Compliance:

1. Biological, Cultural, and Native American monitors have worked with crews at the construction yards

to define approved work areas and sites to avoid.

2. Review of Rough Acres and JVR Construction Yards were performed by SDGE with the State Water

Resource Board representative and US Forest Service representatives.

3. Review of Bartlett/Hauser Construction Yard was performed by the State Water Resource Board rep-

resentative and the CPUC Lead EM.

No Non-Compliance Reports or Project Memorandums were issued during the subject period for Construc-

tion Yards and other workspace activities. Non-Compliance activities for the project to date are summarized

in Table 4.
