When a signal is attenuated by rain, the CPE increases its power to
boost the signal transmitted to its base station. In such cases, this
power boost allows the signal to reach other base stations,
especially if there is no rain in the path between the CPE and the
other base stations. Base station-to-CPE synchronization within a
cluster of cells can reduce this type of interference.
