What does “SAR” mean?

Can I minimize my RF exposure?
IfyouareconcernedaboutRF,thereare
severalsimplestepsyoucantaketo
minimizeyourRFexposure.Youcan,of
course,reduceyourtalktime.Youcanplace
moredistancebetweenyourbodyandthe
sourceoftheRF,astheexposureleveldrops
offdramaticallywithdistance.TheFDA/FCC
websitestatesthat“hands-freekitscanbe
usedwithwirelessphonesforconvenience
andcomfort.Thesesystemsreducethe
absorptionofRFenergyintheheadbecause
thephone,whichisthesourceoftheRF
emissions,willnotbeplacedagainstthe
head.Ontheotherhand,ifthephoneis
mountedagainstthewaistorotherpartof
thebodyduringuse,thenthatpartofthe

Underthelaw,theFDAdoesnotreview
thesafetyofradiation-emittingconsumer
productssuchaswirelessphonesbefore
theycanbesold,asitdoeswithnewdrugs
ormedicaldevices.However,theagencyhas
authoritytotakeactionifwirelessphones

areshowntoemitRadioFrequency(RF)
energyatalevelthatishazardoustothe
user.Insuchacase,theFDAcouldrequire
themanufacturersofwirelessphonesto
notifyusersofthehealthhazardandto
repair,replace,orrecallthephonessothat
thehazardnolongerexists.
Althoughtheexistingscientificdatadoesnot
justifyFDAregulatoryactions,theFDAhas
urgedthewirelessphoneindustrytotakea
numberofsteps,includingthefollowing:
•Supportneededresearchintopossible
biologicaleffectsofRFofthetypeemitted
bywirelessphones;
•Designwirelessphonesinawaythat
minimizesanyRFexposuretotheuser
thatisnotnecessaryfordevicefunction;
and

3. What kinds of phones are the subject
of this update?
Theterm“wirelessphone”refershereto
handheldwirelessphoneswithbuilt-in
antennas,oftencalled“cell”,“mobile”,or
“PCS”phones.Thesetypesofwireless
phonescanexposetheusertomeasurable
RadioFrequency(RF)energybecauseofthe
shortdistancebetweenthephoneandthe
user’shead.
TheseRFexposuresarelimitedbyFCC
safetyguidelinesthatweredevelopedwith
theadviceoftheFDAandotherfederal
healthandsafetyagencies.Whenthephone
islocatedatgreaterdistancesfromthe
user,theexposuretoRFisdrasticallylower
becauseaperson’sRFexposuredecreases
rapidlywithincreasingdistancefromthe
source.Theso-called“cordlessphones,”
whichhaveabaseunitconnectedtothe
telephonewiringinahouse,typicallyoperate

RFexposuresfarbelowtheFCCsafety
limits.
4. What are the results of the research
done already?
Theresearchdonethusfarhasproduced
conflictingresults,andmanystudies
havesufferedfromflawsintheirresearch
methods.Animalexperimentsinvestigating
theeffectsofRadioFrequency(RF)energy
exposurescharacteristicofwirelessphones
haveyieldedconflictingresultsthatoften
cannotberepeatedinotherlaboratories.A
fewanimalstudies,however,havesuggested
thatlowlevelsofRFcouldacceleratethe
developmentofcancerinlaboratoryanimals.
However,manyofthestudiesthatshowed
increasedtumordevelopmentusedanimals
thathadbeengeneticallyengineeredor
treatedwithcancer-causingchemicalsso
astobepre-disposedtodevelopcancer
intheabsenceofRFexposure.Other
studiesexposedtheanimalstoRFforup
to22hoursperday.Theseconditionsare
notsimilartotheconditionsunderwhich
peopleusewirelessphones,sowedonot

knowwithcertaintywhattheresultsofsuch
studiesmeanforhumanhealth.Threelarge
epidemiologystudieshavebeenpublished
sinceDecember2000.Betweenthem,the
studiesinvestigatedanypossibleassociation
betweentheuseofwirelessphonesand
primarybraincancer,glioma,meningioma,
oracousticneuroma,tumorsofthebrainor
salivarygland,leukemia,orothercancers.
Noneofthestudiesdemonstratedthe
existenceofanyharmfulhealtheffectsfrom
wirelessphoneRFexposures.However,none
ofthestudiescananswerquestionsabout
long-termexposures,sincetheaverage
periodofphoneuseinthesestudieswas
aroundthreeyears.
5. What research is needed to decide
whether RF exposure from wireless
phones poses a health risk?
Acombinationoflaboratorystudiesand
epidemiologicalstudiesofpeopleactually
usingwirelessphoneswouldprovidesome
ofthedatathatareneeded.Lifetimeanimal
exposurestudiescouldbecompletedina
fewyears.However,verylargenumbersof
animalswouldbeneededtoprovidereliable

exists.Epidemiologicalstudiescanprovide
datathatisdirectlyapplicabletohuman
populations,buttenormoreyearsfollow-up

Manyfactorsaffectthismeasurement,such
astheangleatwhichthephoneisheld,or
whichmodelofphoneisused.
6. What is the FDA doing to find out more
about the possible health effects of
wireless phone RF?
TheFDAisworkingwiththeU.S.National
ToxicologyProgramandwithgroupsof
investigatorsaroundtheworldtoensurethat
highpriorityanimalstudiesareconducted
toaddressimportantquestionsaboutthe
effectsofexposuretoRadioFrequency(RF)
energy.

concernedaboutavoidingevenpotential
risks,youcantakeafewsimplestepsto
minimizeyourexposuretoRadioFrequency
(RF)energy.Sincetimeisakeyfactorin
howmuchexposureapersonreceives,
reducingtheamountoftimespentusinga
wirelessphonewillreduceRFexposure.If
youmustconductextendedconversations

When receiving and making calls, the
proximity sensor automatically turns
the backlight off and locks the touch
screen by sensing when the phone is
near your ear. This extends battery life
and prevents you from unintentionally
activating the touch screen during calls.
