What does “SAR” mean?
In1996,theFCC,workingwith
theFDA,theU.S.Environmental
ProtectionAgency,andother
agencies,establishedRFexposure
safetyguidelinesforwirelessphones
intheUnitedStates.Beforea
wirelessphonemodelisavailablefor
saletothepublic,itmustbetested
bythemanufacturerandcertied
totheFCCthatitdoesnotexceed
limitsestablishedbytheFCC.Oneof
theselimitsisexpressedasaSpecic
AbsorptionRate,or“SAR.”SARis
ameasureoftherateofabsorption
ofRFenergyinthebody.Testsfor
SARareconductedwiththephone
transmittingatitshighestpowerlevel
inalltestedfrequencybands.Since
1996,theFCChasrequiredthatthe
SARofhandheldwirelessphones
notexceed1.6wattsperkilogram,
averagedoveronegramoftissue.
AlthoughtheSARisdeterminedat
thehighestpowerlevel,theactual
SARvalueofawirelessphonewhile
operatingcanbelessthanthe
reportedSARvalue.Thisisbecause
theSARvaluemayvaryfromcallto
call,dependingonfactorssuchas
proximitytoacellsite,theproximity
ofthephonetothebodywhileinuse,
andtheuseofhands-freedevices.
Beforeaphonemodelisavailablefor
saletothepublic,itmustbetested

Can I minimize my RF exposure?
If you are concerned about RF, there
are several simple steps you can
take to minimize your RF exposure.
You can, of course, reduce your talk
time. You can place more distance
between your body and the source of
the RF, as the exposure level drops off
dramatically with distance. The FDA/
FCC website states that “hands-free
kits can be used with wireless phones
for convenience and comfort. These
systems reduce the absorption of
RF energy in the head because the
phone, which is the source of the RF
emissions, will not be placed against
the head. On the other hand, if the
phone is mounted against the waist
or other part of the body during
use, then that part of the body will
absorb more RF energy. Wireless
phones marketed in the U.S. are
required to meet safety requirements

safe.WirelessphonesemitlowlevelsofRadio
Frequency(RF)energyinthemicrowave
rangewhilebeingused.Theyalsoemitvery
lowlevelsofRFwheninidlemode.Whereas
highlevelsofRFcanproducehealtheffects
(byheatingtissue),exposuretolowlevelRF
thatdoesnotproduceheatingeffectscauses
noknownadversehealtheffects.Many
studiesoflowlevelRFexposureshavenot
foundanybiologicaleffects.Somestudies
havesuggestedthatsomebiologicaleffects
mayoccur,butsuchndingshavenotbeen
conrmedbyadditionalresearch.Insome
cases,otherresearchershavehaddifcultyin
reproducingthosestudies,orindetermining
thereasonsforinconsistentresults.
2. What is the FDA’s role concerning the
safety of wireless phones?
Underthelaw,theFDAdoesnotreview
thesafetyofradiation-emittingconsumer
productssuchaswirelessphonesbefore
theycanbesold,asitdoeswithnewdrugs
ormedicaldevices.However,theagencyhas
authoritytotakeactionifwirelessphonesare
showntoemitRadioFrequency(RF)energyat
alevelthatishazardoustotheuser.Insucha
case,theFDAcouldrequirethemanufacturers
ofwirelessphonestonotifyusersofthehealth
hazardandtorepair,replace,orrecallthe
phonessothatthehazardnolongerexists.
Althoughtheexistingscienticdatadoesnot
justifyFDAregulatoryactions,theFDAhas
urgedthewirelessphoneindustrytotakea
numberofsteps,includingthefollowing:
• Supportneededresearchintopossible
biologicaleffectsofRFofthetypeemitted
bywirelessphones;
• Designwirelessphonesinawaythat
minimizesanyRFexposuretotheuserthat
isnotnecessaryfordevicefunction;and
• Cooperateinprovidingusersofwireless
phoneswiththebestpossibleinformation
onpossibleeffectsofwirelessphoneuse
onhumanhealth.

phonesthataresoldintheUnitedStatesmust
complywithFCCsafetyguidelinesthatlimit
RFexposure.TheFCCreliesontheFDAand
otherhealthagenciesforsafetyquestions
aboutwirelessphones.
TheFCCalsoregulatesthebasestationsthat
thewirelessphonenetworksrelyupon.While
thesebasestationsoperateathigherpower
thandothewirelessphonesthemselves,the
RFexposuresthatpeoplegetfromthesebase
stationsaretypicallythousandsoftimeslower
thanthosetheycangetfromwirelessphones.
Basestationsarethusnotthesubjectofthe
safetyquestionsdiscussedinthisdocument.
3. What kinds of phones are the subject
of this update?
Theterm“wirelessphone”refershereto
handheldwirelessphoneswithbuilt-in
antennas,oftencalled“cell”,“mobile”,or
“PCS”phones.Thesetypesofwirelessphones
canexposetheusertomeasurableRadio
Frequency(RF)energybecauseoftheshort
distancebetweenthephoneandtheuser’s
head.
TheseRFexposuresarelimitedbyFCCsafety
guidelinesthatweredevelopedwiththe
adviceoftheFDAandotherfederalhealthand
safetyagencies.Whenthephoneislocatedat
greaterdistancesfromtheuser,theexposure
toRFisdrasticallylowerbecauseaperson’s
RFexposuredecreasesrapidlywithincreasing
distancefromthesource.Theso-called
“cordlessphones,”whichhaveabaseunit
connectedtothetelephonewiringinahouse,
typicallyoperateatfarlowerpowerlevels,and
thusproduceRFexposuresfarbelowtheFCC
safetylimits.

4. What are the results of the research
done already?
Theresearchdonethusfarhasproduced
conictingresults,andmanystudieshave
sufferedfromawsintheirresearchmethods.
Animalexperimentsinvestigatingtheeffects
ofRadioFrequency(RF)energyexposures
characteristicofwirelessphoneshave
yieldedconictingresultsthatoftencannot
berepeatedinotherlaboratories.Afew
animalstudies,however,havesuggested
thatlowlevelsofRFcouldacceleratethe
developmentofcancerinlaboratoryanimals.
However,manyofthestudiesthatshowed
increasedtumordevelopmentusedanimals
thathadbeengeneticallyengineeredor
treatedwithcancer-causingchemicalsso
astobepre-disposedtodevelopcancerin
theabsenceofRFexposure.Otherstudies
exposedtheanimalstoRFforupto22hours
perday.Theseconditionsarenotsimilartothe
conditionsunderwhichpeopleusewireless
phones,sowedonotknowwithcertainty
whattheresultsofsuchstudiesmeanfor
humanhealth.Threelargeepidemiology
studieshavebeenpublishedsinceDecember
2000.Betweenthem,thestudiesinvestigated
anypossibleassociationbetweentheuseof
wirelessphonesandprimarybraincancer,
glioma,meningioma,oracousticneuroma,
tumorsofthebrainorsalivarygland,
leukemia,orothercancers.Noneofthe
studiesdemonstratedtheexistenceofany
harmfulhealtheffectsfromwirelessphoneRF
exposures.However,noneofthestudiescan
answerquestionsaboutlong-termexposures,
sincetheaverageperiodofphoneusein
thesestudieswasaroundthreeyears.
5. What research is needed to decide
whether RF exposure from wireless
phones poses a health risk?
Acombinationoflaboratorystudiesand
epidemiologicalstudiesofpeopleactually
usingwirelessphoneswouldprovidesome
ofthedatathatareneeded.Lifetimeanimal
exposurestudiescouldbecompletedina
fewyears.However,verylargenumbersof
animalswouldbeneededtoprovidereliable
proofofacancerpromotingeffectifone
exists.Epidemiologicalstudiescanprovide
datathatisdirectlyapplicabletohuman
populations,buttenormoreyearsfollow-up
maybeneededtoprovideanswersabout
somehealtheffects,suchascancer.This
isbecausetheintervalbetweenthetimeof
exposuretoacancer-causingagentandthe
timetumorsdevelop—iftheydo—may

bemany,manyyears.Theinterpretation
ofepidemiologicalstudiesishamperedby
difcultiesinmeasuringactualRFexposure
duringday-to-dayuseofwirelessphones.
Manyfactorsaffectthismeasurement,such
astheangleatwhichthephoneisheld,or
whichmodelofphoneisused.
6. What is the FDA doing to find out more
about the possible health effects of
wireless phone RF?
TheFDAisworkingwiththeU.S.National
ToxicologyProgramandwithgroupsof
investigatorsaroundtheworldtoensurethat
highpriorityanimalstudiesareconductedto
addressimportantquestionsabouttheeffects
ofexposuretoRadioFrequency(RF)energy.
TheFDAhasbeenaleadingparticipantin
theWorldHealthOrganizationInternational
ElectroMagneticFields(EMF)Projectsinceits
inceptionin1996.Aninuentialresultofthis
workhasbeenthedevelopmentofadetailed
agendaofresearchneedsthathasdriven
theestablishmentofnewresearchprograms
aroundtheworld.Theprojecthasalso
helpeddevelopaseriesofpublicinformation
documentsonEMFissues.
TheFDAandtheCellularTelecommunications
&InternetAssociation(CTIA)haveaformal
CooperativeResearchAndDevelopment
Agreement(CRADA)todoresearchon
wirelessphonesafety.TheFDAprovides
thescienticoversight,obtaininginputfrom
expertsingovernment,industry,andacademic
organizations.CTIA-fundedresearchis
conductedthroughcontractswithindependent
investigators.Theinitialresearchwillinclude

andotherwirelesshandsetswiththe
participationandleadershipofFDAscientists
andengineers.Thestandard,“Recommended
PracticeforDeterminingtheSpatial-Peak
SpecicAbsorptionRate(SAR)intheHuman
BodyDuetoWirelessCommunications
Devices:ExperimentalTechniques”,sets
forththerstconsistenttestmethodologyfor
measuringtherateatwhichRFisdeposited
intheheadsofwirelessphoneusers.The
testmethodusesatissue-simulatingmodel
ofthehumanhead.StandardizedSARtest
methodologyisexpectedtogreatlyimprove
theconsistencyofmeasurementsmadeat
differentlaboratoriesonthesamephone.SAR
isthemeasurementoftheamountofenergy
absorbedintissue,eitherbythewholebody
orasmallpartofthebody.Itismeasured
inwatts/kg(ormilliwatts/g)ofmatter.This
measurementisusedtodeterminewhether
awirelessphonecomplieswithsafety
guidelines.
9. What steps can I take to reduce my
exposure to Radio Frequency energy
from my wireless phone?
Ifthereisariskfromtheseproducts—and
atthispointwedonotknowthatthere
is—itisprobablyverysmall.Butifyouare
concernedaboutavoidingevenpotential
risks,youcantakeafewsimplestepsto
minimizeyourexposuretoRadioFrequency
(RF)energy.Sincetimeisakeyfactorinhow
muchexposureapersonreceives,reducing
theamountoftimespentusingawireless
phonewillreduceRFexposure.Ifyoumust
conductextendedconversationsbywireless

distancebetweenyourbodyandthesource
oftheRF,sincetheexposureleveldropsoff
dramaticallywithdistance.Forexample,you
coulduseaheadsetandcarrythewireless

thescienticdatadoesnotdemonstratethat
wirelessphonesareharmful.Butifyouare
concernedabouttheRFexposurefromthese
products,youcanusemeasureslikethose
describedabovetoreduceyourRFexposure
fromwirelessphoneuse.
10. What about children using wireless
phones?
Thescienticevidencedoesnotshowa
dangertousersofwirelessphones,including
childrenandteenagers.Ifyouwanttotake
stepstolowerexposuretoRadioFrequency
(RF)energy,themeasuresdescribedabove
wouldapplytochildrenandteenagers
usingwirelessphones.Reducingthetime
ofwirelessphoneuseandincreasingthe
distancebetweentheuserandtheRFsource
willreduceRFexposure.
Somegroupssponsoredbyothernational
governmentshaveadvisedthatchildrenbe
discouragedfromusingwirelessphonesat
all.Forexample,thegovernmentintheUnited
Kingdomdistributedleaetscontainingsuch
arecommendationinDecember2000.They
notedthatnoevidenceexiststhatusinga
wirelessphonecausesbraintumorsorother
illeffects.Theirrecommendationtolimit
wirelessphoneusebychildrenwasstrictly
precautionary;itwasnotbasedonscientic
evidencethatanyhealthhazardexists.
11. What about wireless phone interfer-
ence with medical equipment?
RadioFrequency(RF)energyfromwireless
phonescaninteractwithsomeelectronic
devices.Forthisreason,theFDAhelped
developadetailedtestmethodtomeasure
ElectroMagneticInterference(EMI)of
implantedcardiacpacemakersand
debrillatorsfromwirelesstelephones.
Thistestmethodisnowpartofastandard
