CDMA technology uses a feature called DSSS (DirectSequence Spread Spectrum) that enables the phone tokeep communication from being crossed and to use onefrequency channel by multiple users in the same specificarea. This results in a 10-fold capacity increase whencompared with analog mode. In addition, features such assoft / softer handoff, hard Handoff, and dynamic RFpower control technologies combine to reduce callinterruptions.The Cellular and PCS CDMA networks consist of MSO(Mobile Switching Office), BSC (Base Station Controller),BTS (Base station Transmission System), and MS (MobileStation). When the phone islocated at greater distances from the user, the exposureto RF is drastically lower because a person's RFexposure decreases rapidly with increasing distance fromthe source.The so-called “cordless phones,” which have abase unit connected to the telephone wiring in a house,typically operate at far lower power levels, and thusproduce RF exposures far below the FCC safety limits.4. What are the results of the research done already?The research done thus far has produced conflictingresults, and many studies have suffered from flaws in theirresearch methods. Animal experiments investigating theeffects of radiofrequency energy (RF) exposurescharacteristic of wireless phones have yielded conflictingresults that often cannot be repeated in other laboratories.A few animal studies, however, have suggested that lowlevels of RF could accelerate the development of cancerin laboratory animals. However,none of the studies can answer questions about long-termexposures, since the average period of phone use inthese studies was around three years.5. What research is needed to decide whether RFexposure from wireless phones poses a health risk?A combination of laboratory studies and epidemiologicalstudies of people actually using wireless phones wouldprovide some of the data that are needed. Lifetime animalexposure studies could be completed in a few years.However, very large numbers of animals would beneeded to provide reliable proof of a cancer promotingeffect if one exists. Epidemiological studies can providedata that is directly applicable to human populations, but10 or more years follow-up may be needed to provideanswers about some health effects, such as cancer. What steps can I take to reduce my exposure toradio frequency energy from my wireless phone?If there is a risk from these products — and at this pointwe do not know that there is — it is probably very small.But if you are concerned about avoiding even potentialrisks, you can take a few simple steps to minimize yourexposure to radio frequency energy (RF). Since time is akey factor in how much exposure a person receives,reducing the amount of time spent using a wirelessphone will reduce RF exposure.If you must conduct extended conversations by wirelessphone every day, you could place more distance betweenyour body and the source of the RF, since the exposurelevel drops off dramatically with distance. PD8208110.What about children using wireless phones?The scientific evidence does not show a danger to usersof wireless phones, including children and teenagers. Ifyou want to take steps to lower exposure to radiofrequency energy (RF), the measures described abovewould apply to children and teenagers using wirelessphones. Reducing the time of wireless phone use andincreasing the distance between the user and the RFsource will reduce RF exposure.Some groups sponsored by other national governmentshave advised that children be discouraged from usingwireless phones at all. For example, the government inthe United Kingdom distributed leaflets containing such arecommendation in December 2000. They noted that noevidence exists that using a wireless phone causes braintumors or other ill effects. Their recommendation to limitwireless phone use by children was strictly precautionary;it was not based on scientific evidence that any healthhazard exists.11. What about wireless phone interference with medicalequipment?Radio frequency energy (RF) from wireless phones caninteract with some electronic devices. For this reason, theFDA helped develop a detailed test method to measureelectromagnetic interference (EMI) of implanted cardiacpacemakers and defibrillators from wireless telephones.This test method is now part of a standard sponsored bythe Association for the Advancement of Medicalinstrumentation (AAMI). The final draft, a joint effort by theFDA, medical device manufacturers, and many othergroups, was completed in late 2000. This standard specifiestest methods and performance requirements for hearingaids and wireless phones so that no interference occurswhen a person uses a “compatible” phone and a“compatible” hearing aid at the same time. This standardwas approved by the IEEE in 2000.The FDA continues to monitor the use of wireless phonesfor possible interactions with other medical devices.Should harmful interference be found to occur, the FDAwill conduct testing to assess the interference and workto resolve the problem.12.
