Inclusionof the text covering Pacemakers, Hearing Aids, andOther Medical Devices is required in the owner’smanual for CTIA Certification. Use of the remainingTIA language is encouraged when appropriate.Exposure to Radio Frequency SignalYour wireless handheld portable telephone is a lowpower radio transmitter and receiver. When it is ON, itreceives and also sends out radio frequency (RF)signals. In August, 1996, the Federal CommunicationsCommissions (FCC) adopted RF exposure guidelineswith safety levels for hand-held wireless phones. Those guidelines are consistent with the safetystandards previously set by both U.S. and internationalstandards bodies:ANSI C95.1 (1992) *NCRP Report 86 (1986)ICNIRP (1996)Those standards were based on comprehensive andperiodic evaluations of the relevant scientificliterature. For example, over 120 scientists, engineers, and physicians from universities, government healthagencies, and industry reviewed the available body ofresearch to develop the ANSI Standard (C95.1).The design of your phone complies with the FCCguidelines (and those standards).Antenna CareUse only the supplied or an approved replacementantenna. Unauthorized antennas, modifications, orattachments could damage the phone and may violateFCC regulations.Phone OperationNORMAL POSITION: Hold the phone as you wouldany other telephone with the antenna pointed up andover your shoulder.
Tips on Efficient Operation:• For your phone to operate most efficiently:Do not touch the antenna unnecessarily when thephone is in use. Contact with the antenna affects callquality and may cause the phone to operate at ahigher power level than otherwise needed.• American National Standards Institute; NationalCouncil on Radiation Protection andMeasurements; International Commission on Non-Ionizing Radiation ProtectionDrivingCheck the laws and regulations on the use of wirelesstelephones in the areas where you drive. Always obeythem. Also, if using your phone while driving, please:• Give full attention to driving -- driving safely is yourfirst responsibility;• Use hands-free operation, if available;• Pull off the road and park before making oranswering a call if driving conditions so require.Electronic DevicesMost modern electronic equipment is shielded fromRF signals. However, certain electronic equipmentmay not be shielded against the RF signals from yourwireless phone.PacemakersThe Health Industry Manufacturers Associationrecommends that a minimum separation of six(6”)inches be maintained between a handheld wirelessphone and a pacemaker to avoid potentialinterference with the pacemaker. RD6330 83FDA Consumer UpdateThe U.S. Food and Drug Administration’s Center forDevices and Radiological Health Consumer Update onMobile Phones.1. Do wireless phones pose a health hazard? The available scientific evidence does not show thatany health problems are associated with usingwireless phones. There is no proof, however, thatwireless phones are absolutely safe. Wireless phonesemit low levels of radiofrequency energy (RF) in themicrowave range while being used. They also emitvery low levels of RF when in the stand-by mode.Whereas high levels of RF can produce health effects(by heating tissue), exposure to low level RF that doesnot produce heating effects causes no knownadverse health effects. Many studies of low level RFexposures have not found any biological effects. Some studies have suggested that some biologicaleffects may occur, but such findings have not beenconfirmed by additional research. In some cases, other researchers have had difficulty in reproducingthose studies, or in determining the reasons forinconsistent results.2. What is FDA's role concerning the safety ofwireless phones?Under the law, FDA does not review the safety ofradiation-emitting consumer products such aswireless phones before they can be sold, as it doeswith new drugs or medical devices. However, theagency has authority to take action if wireless phonesare shown to emit radiofrequency energy (RF) at alevel that is hazardous to the user. In such a case,FDA could require the manufacturers of wirelessphones to notify users of the health hazard and torepair, replace or recall the phones so that the hazardno longer exists. Although the existing scientific data do not justify FDAregulatory actions, FDA has urged the wireless phoneindustry to take a number of steps, including thefollowing:• Support needed research into possible biologicaleffects of RF of the type emitted by wirelessphones;• Design wireless phones in a way that minimizesany RF exposure to the user that is not necessaryfor device function; and• Cooperate in providing users of wireless phones
with the best possible information on possibleeffects of wireless phone use on human health.FDA belongs to an interagency working group of thefederal agencies that have responsibility for differentaspects of RF safety to ensure coordinated efforts atthe federal level. The following agencies belong to thisworking group:• National Institute for Occupational Safety and Health• Environmental Protection Agency• Occupational Safety and Health Administration• National Telecommunications and InformationAdministrationThe National Institutes of Health participates in someinteragency working group activities, as wellFDA shares regulatory responsibilities for wirelessphones with the Federal Communications Commission(FCC). All phones that are sold in the United Statesmust comply with FCC safety guidelines that limit RFexposure. FCC relies on FDA and other healthagencies for safety questions about wireless phones.FCC also regulates the base stations that the wirelessphone networks rely upon. While these base stationsoperate at higher power than do the wireless phonesthemselves, the RF exposures that people get fromthese base stations are typically thousands of timeslower than those they can get from wireless phones.Base stations are thus not the subject of the safetyquestions discussed in this document.3. What kinds of phones are the subject of thisupdate? The term “wireless phone” refers here to hand-heldwireless phons with built-in antennas, often called“cell”, “mobile”, or “PCS” phones. These types ofwireless phones can expose the user to measurableradiofrequency energy(RF) because of the shortdistance between the phone and the user’s head. These RF exposures are limited by FederalCommunications Commission safety guidelines thatwere developed with the advice of FDA and otherfederal health and safety agencies. When the phoneis located at greater distances from the user, theexposure to RF is drastically lower because aperson's RF exposure decreases rapidly withincreasing distance from the source. The so-called"cordless phones," which have a base unit connectedto the telephone wiring in a house, typically operate atfar lower power levels, and thus produce RF84 RD6330Safety Guidelines
RD6330 85exposures far below the FCC safety limits.4. What are the results of the research done already? The research done thus far has produced conflictingresults, and many studies have suffered from flaws intheir research methods. Animal experimentsinvestigating the effects of radiofrequency energy (RF)exposures characteristic of wireless phones haveyielded conflicting results that often cannot berepeated in other laboratories. A few animal studies, however, have suggested that low levels of RF couldaccelerate the development of cancer in laboratoryanimals. However, many of the studies that showedincreased tumor development used animals that hadbeen genetically engineered or treated with cancer-causing chemicals so as to be pre-disposed todevelop ca ncer in the absence of RF exposure. Otherstudies exposed the animals to RF for up to 22 hoursper day. These conditions are not similar to theconditions under which people use wireless phones,so we don’t know with certainty what the results ofsuch studies mean for human health.Three large epidemiology studies have beenpublished since December 2000. Between them, thestudies investigated any possible association betweenthe use of wireless phones and primary brain cancer, glioma, meningioma, or acoustic neuroma, tumors ofthe brain or salivary gland, leukemia, or other cancers.None of the studies demonstrated the existence ofany harmful health effects from wireless phone RFexposures. However, none of the studies can answerquestions about long-term exposures, since theaverage period of phone use in these studies wasaround three years.5. What research is needed to decide whether RFexposure from wireless phones poses a health risk?A combination of laboratory studies andepidemiological studies of people actually usingwireless phones would provide some of the data thatare needed. Lifetime animal exposure studies could becompleted in a few years. However, very largenumbers of animals would be needed to providereliable proof of a cancer promoting effect if oneexists. Epidemiological studies can provide data that isdirectly applicable to human populations, but 10 ormore years follow-up may be needed to provideanswers about some health effects, such as cancer. This is because the interval between the time ofexposure to a cancer-causing agent and the time
tumors develop — if they do — may be many, manyyears. The interpretation of epidemiological studies ishampered by difficulties in measuring actual RFexposure during day-to-day use of wireless phones. Many factors affect this measurement, such as theangle at which the phone is held, or which model ofphone is used.6. What is FDA doing to find out more about thepossible health effects of wireless phone RF?FDA is working with the U.S. National ToxicologyProgram and with groups of investigators around theworld to ensure that high priority animal studies areconducted to address important questions about theeffects of exposure to radiofrequency energy (RF). FDA has been a leading participant in the WorldHealth Organization International ElectromagneticFields (EMF) Project since its inception in 1996. Aninfluential result of this work has been thedevelopment of a detailed agenda of research needsthat has driven the establishment of new researchprograms around the world. The Project has alsohelped develop a series of public informationdocuments on EMF issues. FDA and the Cellular Telecommunications & InternetAssociation (CTIA) have a formal CooperativeResearch and Development Agreement (CRADA) to doresearch on wireless phone safety. FDA provides thescientific oversight, obtaining input from experts ingovernment, industry, and academic organizations.CTIA-funded research is conducted through contractsto independent investigators. The initial research willinclude both laboratory studies and studies of wirelessphone users. The CRADA will also include a broadassessment of additional research needs in the contextof the latest research developments around the world.7. How can I find out how much radiofrequency energyexposure I can get by using my wireless phone? All phones sold in the United States must comply withFederal Communications Commission (FCC) guidelinesthat limit radiofrequency energy (RF) exposures. FCCestablished these guidelines in consultation with FDAand the other federal health and safety agencies. TheFCC limit for RF exposure from wireless telephones isset at a Specific Absorption Rate (SAR) of 1.6 watts perkilogram (1.6 W/kg). The FCC limit is consistent with thesafety standards developed by the Institute ofElectrical and Electronic Engineering (IEEE) and theNational Council on Radiation Protection and86 RD6330Safety Guidelines
RD6330 87Measurement. The exposure limit takes intoconsideration the body’s ability to remove heat fromthe tissues that absorb energy from the wirelessphone and is set well below levels known to haveeffects. Manufacturers of wireless phones must reportthe RF exposure level for each model of phone to theFCC. The FCC website (http://www.fcc.gov/oet/rfsafety/)gives directions for locating the FCC identificationnumber on your phone so you can find your phone’s RFexposure level in the online listing.8. What has FDA done to measure the radiofrequencyenergy coming from wireless phones ?The Institute of Electrical and Electronic Engineers(IEEE) is developing a technical standard formeasuring the radiofrequency energy (RF) exposurefrom wireless phones and other wireless handsetswith the participation and leadership of FDA scientistsanring the rate at which RF is deposited in the headsof wireless phone users. The test method uses atissue-simulating model of the human head.Standardized SAR test methodology is expected togreatly improve the consistency of measurementsmade at different laboratories on the same phone.SAR is the measurement of the amount of energyabsorbed in tissue, either by the whole body or asmall part of the body. It is measured in watts/kg (ormilliwatts/g) of matter. This measurement is used todetermine whether a wireless phone complies withsafety guidelines. 9. What steps can I take to reduce my exposure toradiofrequency energy from my wireless phone? If there is a risk from these products--and at this pointwe do not know that there is--it is probably very small. But if you are concerned about avoiding evenpotential risks, you can take a few simple steps tominimize your exposure to radiofrequency energy(RF). Since time is a key factor in how much exposurea person receives, reducing the amount of time spentusing a wireless phone will reduce RF exposure.• If you must condict extended conversationsbywireless phone every day, you could place moredistance between your body and the source of theRF, since the exposure level drops off dramaticallywith distamce. For example, you could use aheadset and carry the wireless phone away fromyour body or use a wireless phone connected to aremote antennaAgain, the scientific data do not demonstrate that
wireless phones are harmful. But if you areconcerned about the RF exposure from theseproducts, you can use measures like those describedabove to reduce your RF exposure from wirelessphone use.10. What about children using wireless phones? The scientific evidence does not show a danger tousers of wireless phones, including children andteenagers. If you want to take steps to lower exposureto radiofrequency energy (RF), the measures describedabove would apply to children and teenagers usingwireless phones. Reducing the time of wireless phoneuse and increasing the distance between the user andthe RF source will reduce RF exposure. Some groups sponsored by other national governmentshave advised that children be discouraged from usingwireless phones at all. For example, the government inthe United Kingdom distributed leaflets containing sucha recommendation in December 2000. They noted thatno evidence exists that using a wireless phone causesbrain tumors or other ill effects. Their recommendationto limit wireless phone use by children was strictlyprecautionary; it was not based on scientific evidencethat any health hazard exists.11. What about wireless phone interference withmedical equipment?Radiofrequency energy (RF) from wireless phones caninteract with some electronic devices. For this reason,FDA helped develop a detailed test method tomeasure electromagnetic interference (EMI) ofimplanted cardiac pacemakers and defibrillators fromwireless telephones. This test method is now part of astandard sponsored by the Association for theAdvancement of Medical instrumentation (AAMI). Thefinal draft, a joint effort by FDA, medical devicemanufacturers, and many other groups, wascompleted in late 2000. This standard will allowmanufacturers to ensure that cardiac pacemakersand defibrillators are safe from wireless phone EMI.FDA has tested hearing aids for interference fromhandheld wireless phones and helped develop avoluntary standard sponsored by the Institute ofElectrical and Electronic Engineers (IEEE). Thisstandard specifies test methods and performancerequirements for hearing aids and wireless phones sothat no interference occurs when a person uses a“compatible” phone and a “compatible” hearing aidat the same time. This standard was approved by theIEEE in 2000. 88 RD6330Safety Guidelines
RD6330 89FDA continues to monitor the use of wireless phonesfor possible interactions with other medical devices.Should harmful interference be found to occur, FDAwill conduct testing to assess the interference andwork to resolve the problem.12.
