-98 - - 97 - Specific Absorption Rate DataThe model wireless phone meets thegovernment’s requirements for exposure toradio waves.Your wireless phone is a radio transmitter and receiver. It isdesigned and manufactured not to exceed limits for exposureto radio frequency (RF) energy set by the FederalCommunications Commission (FCC) of the U.S.Government and by the Canadian regulatory authorities. These limits are part of comprehensive guidelines andestablish permitted levels of RF energy for the generalpopulation. The guidelines are based on standards that were developed byindependent scientific organizations through periodic andthorough evaluation of scientific studies. The standards include a substantial safety margin designed toassure the safety of all persons, regardless of age or health. The exposure standard for wireless mobile phones employs aunit of measurement known as the Specific Absorption Rate,or SAR. The SAR limit set by the FCC and by the Canadianregulatory authorities is 1.6 W/kg.1 Tests for SAR are conducted using standard operatingpositions accepted by the FCC and by Industry Canada withthe phone transmitting at its highest certified power level in alltested frequency bands. Although the SAR is determined atthe highest certified power level, the actual SAR level of thephone while operating can be well below the maximum value. This is because the phone is designed to operate at multiplepower levels so as to use only the power required to reach thenetwork. In general, the closer you are to a wireless basestation, the lower the power output. Before a phone model is available for sale to the public in theU.S. and Canada, it must be tested and certified to the FCCand Industry Canada that it does not exceed the limitestablished by each government for safe exposure. The tests are performed in positions and locations (e.g., at theear and worn on the body) reported to the FCC and availablefor review by Industry Canada. -100 - - 99 - Additional Health and Safety InformationConsumer Information on Wireless Phonesfrom the FDAThe U.S. Food and Drug Administration (FDA) providesconsumer information on wireless phones at:http://www.fda.gov/cellphones/qa.htmlFollowing are safety-related questions and answers discussedat this web site.Do wireless phones pose a health hazard? The available scientific evidence does not show that any healthproblems are associated with using wireless phones. There isno proof, however, that wireless phones are absolutely safe.Wireless phones emit low levels of radio frequency energy(RF) in the microwave range while being used. They also emit very low levels of RF when in the stand-bymode. Whereas high levels of RF can produce health effects(by heating tissue), exposure to low level RF that does notproduce heating effects causes no known adverse healtheffects. Many studies of low level RF exposures have not found anybiological effects. Some studies have suggested that somebiological effects may occur, but such findings have not beenconfirmed by additional research. In some cases, otherresearchers have had difficulty in reproducing those studies, orin determining the reasons for inconsistent results. What is FDA's role concerning the safety ofwireless phones?Under the law, FDA does not review the safety of radiation-emitting consumer products such as wireless phones beforethey can be sold, as it does with new drugs or medical devices. However, the agency has authority to take action if wirelessphones are shown to emit radio frequency energy (RF) at alevel that is hazardous to the user. In such a case, FDA couldrequire the manufacturers of wireless phones to notify users ofthe health hazard and to repair, replace or recall the phones sothat the hazard no longer exists.Specific Absorption Rate DataThe highest SAR value for this model phone when tested foruse at the ear is 1.18 W/kg, and when worn on the body, asdescribed in this user guide, is 0.55 W/kg. (Body-wornmeasurements differ among phone models, depending uponavailable accessories and regulatory requirements).2While there may be differences between the SAR levels ofvarious phones and at various positions, they all meet thegovernmental requirements for safe exposure. Please notethat improvements to this product model could causedifferences in the SAR value for later products; in all cases, products are designed to be within the guidelines.Additional information on Specific Absorption Rates (SAR) canbe found on the Cellular Telecommunications & InternetAssociation (CTIA) Web site:http://phonefacts.netor the Canadian Wireless Telecommunications Association(CWTA) Website: http://www.cwta.ca1. In the United States and Canada, the SAR limit for mobilephones used by the public is 1.6 watts/kg (W/kg) averagedover one gram of tissue. The standard incorporates a substantial margin of safety togive additional protection for the public and to account forany variations in measurements.2. The SAR information includes the Motorola testing protocol, assessment procedure, and measurement uncertainty rangefor this product.
-102 - - 101 - FCC also regulates the base stations that the wireless phonenetworks rely upon. While these base stations operate athigher power than do the wireless phones themselves, the RFexposures that people get from these base stations aretypically thousands of times lower than those they can get fromwireless phones. Base stations are thus not the primary subject of the safetyquestions discussed in this document. What is FDA doing to find out more about thepossible health effects of wireless phone RF?FDA is working with the U.S. National Toxicology Program andwith groups of investigators around the world to ensure thathigh priority animal studies are conducted to address importantquestions about the effects of exposure to radio frequencyenergy (RF).FDA has been a leading participant in the World HealthOrganization International Electromagnetic Fields (EMF)Project since its inception in 1996. An influential result of this work has been the development of adetailed agenda of research needs that has driven theestablishment of new research programs around the world. The Project has also helped develop a series of publicinformation documents on EMF issues.FDA and the Cellular Telecommunications & InternetAssociation (CTIA) have a formal Cooperative Research andDevelopment Agreement (CRADA) to do research on wirelessphone safety. FDA provides the scientific oversight, obtaininginput from experts in government, industry, and academicorganizations. CTIA-funded research is conducted through contracts toindependent investigators. The initial research will include both laboratory studies andstudies of wireless phone users. The CRADA will also includea broad assessment of additional research needs in thecontext of the latest research developments around the world.Although the existing scientific data do not justify FDAregulatory actions, FDA has urged the wireless phone industryto take a number of steps, including the following:●Support needed research into possible biological effects ofRF of the type emitted by wireless phones;●Design wireless phones in a way that minimizes any RFexposure to the user that is not necessary for devicefunction; and●Cooperate in providing users of wireless phones with thebest possible information on possible effects of wirelessphone use on human health.FDA belongs to an interagency working group of the federalagencies that have responsibility for different aspects of RFsafety to ensure coordinated efforts at the federal level. Thefollowing agencies belong to this working group:●National Institute for Occupational Safety and Health●Environmental Protection Agency●Federal Communications Commission●Occupational Safety and Health Administration●National Telecommunications and InformationAdministrationThe National Institutes of Health participates in someinteragency working group activities, as well.FDA shares regulatory responsibilities for wireless phones withthe Federal Communications Commission (FCC). All phonesthat are sold in the United States must comply with FCC safetyguidelines that limit RF exposure. FCC relies on FDA andother health agencies for safety questions about wirelessphones.
-104 - - 103 - precautionary; it was not based on scientific evidence that anyhealth hazard exists.Do hands-free kits for wireless phones reduce risksfrom exposure to RF emissions?Since there are no known risks from exposure to RF emissionsfrom wireless phones, there is no reason to believe that hands-free kits reduce risks. Hands-free kits can be used withwireless phones for convenience and comfort. These systems reduce the absorption of RF energy in thehead because the phone, which is the source of the RFemissions, will not be placed against the head. On the otherhand, if the phone is mounted against the waist or other part ofthe body during use, then that part of the body will absorbmore RF energy. Wireless phones marketed in the U.S. arerequired to meet safety requirements regardless of whetherthey are used against the head or against the body. Eitherconfiguration should result in compliance with the safety limit.Do wireless phone accessories that claim to shieldthe head from RF radiation work?Since there are no known risks from exposure to RF emissionsfrom wireless phones, there is no reason to believe thataccessories that claim to shield the head from those emissionsreduce risks. Some products that claim to shield the user fromRF absorption use special phone cases, while others involvenothing more than a metallic accessory attached to the phone.Studies have shown that these products generally do not workas advertised. Unlike “hand-free” kits, these so-called “shields”may interfere with proper operation of the phone. The phonemay be forced to boost its power to compensate, leading to anincrease in RF absorption. In February 2002, the Federal Trade Commission (FTC)charged two companies that sold devices that claimed toprotect wireless phone users from radiation with making falseand unsubstantiated claims. According to FTC, thesedefendants lacked a reasonable basis to substantiate theirclaim. What steps can I take to reduce my exposure toradio frequency energy from my wireless phone? If there is a risk from these products--and at this point we donot know that there is--it is probably very small. But if you areconcerned about avoiding even potential risks, you can take afew simple steps to minimize your exposure to radio frequencyenergy (RF). Since time is a key factor in how much exposurea person receives, reducing the amount of time spent using awireless phone will reduce RF exposure. If you must conduct extended conversations by wireless phoneevery day, you could place more distance between your bodyand the source of the RF, since the exposure level drops offdramatically with distance. For example, you could use a headset and carry the wirelessphone away from your body or use a wireless phoneconnected to a remote antenna Again, the scientific data donot demonstrate that wireless phones are harmful. But if youare concerned about the RF exposure from these products, you can use measures like those described above to reduceyour RF exposure from wireless phone use. What about children using wireless phones? The scientific evidence does not show a danger to users ofwireless phones, including children and teenagers. If you wantto take steps to lower exposure to radio frequency energy(RF), the measures described above would apply to childrenand teenagers using wireless phones.Reducing the time of wireless phone use and increasing thedistance between the user and the RF source will reduce RFexposure. Some groups sponsored by other national governments haveadvised that children be discouraged from using wirelessphones at all. For example, the government in the UnitedKingdom distributed leaflets containing such arecommendation in December 2000. They noted that noevidence exists that using a wireless phone causes braintumors or other ill effects. Their recommendation to limitwireless phone use by children was strictly
