Per conversation with Industry Canada, a User’s Manual is only required when all
labeling information and applicable statements are not included on the device under test.
In this case, all statements are included on the DUT label.

Dear Mr. Brunett,
It is permissible to have a device sold without a user's manual, as long as the labeling information (RSS-GEN
section 5.2) and the
applicable statements (RSS-GEN section 7.1.5) are on the device.
In this case, you do not need to provide a user's manual with your application.
