TIA Safety InformationTIA Safety Information45Provided herein is the complete TIA SafetyInformation for Wireless Handheld phones. Inclusionof the text covering Pacemakers, Hearing Aids, andOther Medical Devices is required in the owner’smanual for CTIA Certification. Use of the remainingTIA language is encouraged when appropriate.Exposure to Radio Frequency SignalYour wireless handheld portable phone is a lowpower radio transmitter and receiver. When it is ON,it receives and also sends out radiofrequency (RF)signals. In August, 1996, the FederalCommunications Commissions (FCC) adopted RFexposure guidelines with safety levels for hand-heldwireless phones. Those guidelines are consistent withthe safety standards previously set by both U.S. andinternational standards bodies:ANSI C95.1 (1992) *NCRP Report 86 (1986)ICNIRP (1996)Those standards were based on comprehensive andperiodic evaluations of the relevant scientificliterature. For example, over 120 scientists, engineers, and physicians from universities, government healthagencies, and industry reviewed the available body ofresearch to develop the ANSI Standard (C95.1). Thedesign of your phone complies with the FCCguidelines (and those standards).Antenna CareUse only the supplied or an approved replacementantenna. Unauthorized antennas, modifications, orattachments could damage the phone and mayviolate FCC regulations.Phone OperationTips on Efficient Operation:▶For your phone to operate most efficiently: Do nottouch the antenna unnecessarily when the phoneis in use. Contact with the antenna affects callquality and may cause the phone to operate at ahigher power level than otherwise needed.▶American National Standards Institute; NationalCouncil on Radiation Protection andMeasurements; International Commission on Non-Ionizing Radiation Protection.
Electronic DevicesMost modern electronic equipment is shielded fromRF signals. However, certain electronic equipment maynot be shielded against the RF signals from yourwireless phone.PacemakersThe Health Industry Manufacturers Associationrecommends that a minimum separation of six(6”)inches be maintained between a handheld wirelessphone and a pacemaker to avoid potentialinterference with the pacemaker. These recommendations are consistent with theindependent research by and recommendations ofWireless Technology Research Persons withpacemakers:▶Should ALWAYS keep the phone more than sixinches from their pacemaker when the phone isturned ON.▶Should use the ear opposite the pacemaker tominimize the potential for interference.▶If you have any reason to suspect that interferencein taking place, turn your phone OFF immediately.Hearing AidsSome digital wireless phones may interfere with somehearing aids. In the event of such interference, youmay want to consult your service provider [or call thecustomer service line to discuss alternatives.]Optional for each phone manufacturer.Other Medical DevicesIf you use any other personal medical device, consultthe manufacturer of your device to determine if theyare adequately shielded from external RF energy. Yourphysician may be able to assist you in obtaining thisinformation.Turn your phone OFF in health care facilities when anyregulations posted in these areas instruct you to doso. Hospitals or health care facilities may be usingequipment that could be sensitive to external RFenergy.Potentially Explosive AtmosphereDo not install the phone in potentially explosiveTIA Safety InformationTIA Safety Information46
atmosphere.Sparks in such areas could cause an explosion or fireresulting in bodily injury or even death.Areas with a potentially explosive atmosphere areoften, but not always marked clearly. Potential areasmay include: fueling areas (such as gasolinestations); below deck on boats; fuel or chemicaltransfer or storage facilities;vehicles using liquefied petroleum gas (such aspropane or butane); areas where the air containschemicals or particles (such as grain, dust, or metalpowders); and any other area where you wouldnormally be advised to turn off your vehicle engine. For Vehicles Equipped with an Air BagAn air bag inflates with great force. DO NOT placeobjects, including either installed or portable wirelessequipment, in the area over the air bag or in the airbag deployment area. If invehicle wireless equipmentis improperly installed and the air bag inflates, seriousinjury could result.FDA Consumer UpdateThe U.S. Food and Drug Administration’s Center forDevices and Radiological Health Consumer Update onMobile Phones.1. Do wireless phones pose a health hazard? The available scientific evidence does not show thatany health problems are associated with usingwireless phones. There is no proof, however, thatwireless phones are absolutely safe.Wireless phones emit low levels of radiofrequencyenergy (RF) in the microwave range while beingused. They also emit very low levels of RF when inthe stand-by mode. Whereas high levels of RF canproduce health effects (by heating tissue),exposure to low level RF that does not produceheating effects causes no known adverse healtheffects. Many studies of low level RF exposures havenot found any biological effects. Some studies havesuggested that some biological effects may occur, but such findings have not been confirmed byadditional research. In some cases, other researchers have had difficultyin reproducing those studies, or in determining thereasons for inconsistent results.TIA Safety InformationTIA Safety Information47
2. What is FDA's role concerning the safety of wirelessphones?Under the law, FDA does not review the safety ofradiation-emitting consumer products such aswireless phones before they can be sold, as it doeswith new drugs or medical devices. However, theagency has authority to take action if wirelessphones are shown to emit adiofrequency energy(RF) at a level that is hazardous to the user. In sucha case, FDA could require the manufacturers ofwireless phones to notify users of the health hazardand to repair, replace or recall the phones so thatthe hazard no longer exists. Although the existingscientific data do not justify FDA regulatory actions,FDA has urged the wireless phone industry to take anumber of steps, including the following:▶Support needed research into possible biologicaleffects of RF of the type emitted by wirelessphones;▶Design wireless phones in a way that minimizesany RF exposure to the user that is not necessaryfor device function; and ▶Cooperate in providing users of wireless phoneswith the best possible information on possibleeffects of wireless phone use on human health.FDA belongs to an interagency working group ofthe federal agencies that have responsibility fordifferent aspects of RF safety to ensurecoordinated efforts at the federal level. Thefollowing agencies belong to this working group:▶National Institute for Occupational Safety andHealth Environmental Protection Agency▶Occupational Safety and Health Administration▶National Telecommunications and InformationAdministration The National Institutes of Healthparticipates in some interagency working groupactivities, as well. The FDA shares regulatoryresponsibilities for wireless phones with theFederal Communications Commission (FCC).All phones that are sold in the United States mustcomply with FCC safety guidelines that limit RFexposure. FCC relies on FDA and other healthagencies for safety questions about wirelessphones. FCC also regulates the base stations thatthe wireless phone networks rely upon. While these base stations operate at higher powerTIA Safety InformationTIA Safety Information48
than do the wireless phones themselves, the RFexposures that people get from these basestations are typically thousands of times lowerthan those they can get from wireless phones.Base stations are thus not the subject of thesafety questions discussed in this document.3. What kinds of phones are the subject of thisupdate? The term “wireless phone” refers here to hand-heldwireless phone with built-in antennas, often called“cell”, “mobile”, or “PCS” phones. These types ofwireless phones can expose the user to measurableradiofrequency energy(RF) because of the shortdistance between the phone and the user’s head. These RF exposures are limited by FederalCommunications Commission safety guidelines thatwere developed with the advice of FDA and otherfederal health and safety agencies. When the phone is located at greater distancesfrom the user, the exposure to RF is drasticallylower because a person's RF exposure decreasesrapidlywith increasing distance from the source. The so-called “cordless phones,” which have a base unitconnected to the phone wiring in a house, typicallyoperate at far lower power levels, and thus produceRF exposures far below the FCC safety limits.4. What are the results of the research done already? The research done thus far has produced conflictingresults, and many studies have suffered from flawsin their research methods. Animal experimentsinvestigating the effects of radiofrequency energy(RF) exposures characteristic of wireless phoneshave yielded conflicting results that often cannotbe repeated in other laboratories. A few animalstudies, however, have suggested that low levels ofRF could accelerate the development of cancer inlaboratory animals. However, many of the studiesthat showed increased tumor development usedanimals that had been genetically engineered ortreated with cancer-causing chemicals so as to bepredisposed to develop cancer in the absence of RFexposure. Other studies exposed the animals to RFfor up to 22 hours per day. These conditions arenot similar to the conditions under which peopleuse wireless phones, so we don’t know withcertainty what the results of such studies mean forTIA Safety InformationTIA Safety Information49
human health.Three large epidemiology studies have been publishedsince December 2000. Between them, the studiesinvestigated any possible association between the useof wireless phones and primary brain cancer, glioma, meningioma, or acoustic neuroma, tumors of the brainor salivary gland, leukemia, or other cancers. None ofthe studies demonstrated the existence of anyharmful health effects from wireless phone RFexposures. However, none of the studies can answer questionsabout longterm exposures, since the average period ofphone use in these studies was around three years.5. What research is needed to decide whether RFexposure from wireless phones poses a health risk?A combination of laboratory studies andepidemiological studies of people actually usingwireless phones would provide some of the datathat are needed. Lifetime animal exposure studiescould be completed in a few years. However, verylarge numbers of animals would be needed toprovide reliable proof of a cancer promoting effectif one exists. Epidemiological studies can providedata that is directly applicable to humanpopulations, but 10 or more years follow-up may be needed toprovide answers about some health effects, such ascancer. This is because the interval between thetime of exposure to a cancer-causing agent and thetime tumors develop - if they do - may be many, many years. The interpretation of epidemiologicalstudies is hampered by difficulties in measuringactual RF exposure during dayto- day use ofwireless phones. Many factors affect thismeasurement, such as the angle at which the phoneis held, or which model of phone is used.6. What is FDA doing to find out more about thepossible health effects of wireless phone RF?FDA is working with the U.S. National ToxicologyProgram and with groups of investigators aroundthe world to ensure that high priority animal studiesare conducted to address important questionsabout the effects of exposure to radiofrequencyenergy (RF).FDA has been a leading participant in the WorldHealth Organization International ElectromagneticTIA Safety InformationTIA Safety Information50
Fields (EMF) Project since its inception in 1996. Aninfluential result of this work has been thedevelopment of a detailed agenda of researchneeds that has driven the establishment of newresearch programs around the world. The Projecthas also helped develop a series of publicinformation documents on EMF issues. FDA and theCellular Telecommunications & InternetAssociation (CTIA) have a formal CooperativeResearch and Development Agreement (CRADA) todo research on wireless phone safety.FDA provides the scientific oversight, obtaininginput from experts in government, industry, andacademic organizations. CTIA-funded research isconducted through contracts to independentinvestigators. The initial research will include bothlaboratory studies and studies of wireless phoneusers. The CRADA will also include a broadassessment of additional research needs in thecontext of the latest research developments aroundthe world.7. How can I find out how much radiofrequencyenergy exposure I can get by using my wirelessphone? All phones sold in the United States must complywith Federal Communications Commission (FCC)guidelines that limit radiofrequency energy (RF)exposures. FCC established these guidelines inconsultation with FDA and the other federal healthand safety agencies. The FCC limit for RF exposurefrom wireless phones is set at a Specific AbsorptionRate (SAR) of 1.6 watts per kilogram (1.6 W/kg).The FCC limit is consistent with the safetystandards developed by the Institute of Electricaland Electronic Engineering (IEEE) and the NationalCouncil on Radiation Protection and Measurement. The exposure limit takes into consideration thebody_ ability to remove heat from the tissues thatabsorb energy from the wireless phone and is setwell below levels known to have effects.Manufacturers of wireless phones must report theRF exposure level for each model of phone to theFCC. The FCC website(http://www.fcc.gov/oet/rfsafety) gives directionsfor locating the FCC identification number on yourphone so you can find your phone’s RF exposurelevel in the online listing.8. What has FDA done to measure the radiofrequencyTIA Safety InformationTIA Safety Information51
energy coming from wireless phones ?The Institute of Electrical and Electronic Engineers(IEEE) is developing a technical standard formeasuring the radiofrequency energy (RF) exposurefrom wireless phones and other wireless handsetswith the participation and leadership of FDAscientists anring the rate at which RF is deposited inthe heads of wireless phone users. The test methoduses a tissue-simulating model of the human head.Standardized SAR test methodology is expected togreatly improve the consistency of measurementsmade at different laboratories on the same phone.SAR is the measurement of the amount of energyabsorbed in tissue, either by the whole body or asmall part of the body. It is measured in watts/kg(or milliwatts/g) of matter. This measurement isused to determine whether a wireless phonecomplies with safety guidelines.9. What steps can I take to reduce my exposure toradiofrequency energy from my wireless phone? If there is a risk from these products--and at thispoint we do not know that there is--it is probablyvery small. But if you are concerned about avoidingeven potential risks, you can take a few simple stepsto minimize your exposure to radiofrequencyenergy (RF). Since time is a key factor in how muchexposure a person receives, reducing the amount oftime spent using a wireless phone will reduce RFexposure.▶If you must condict extended conversationsbywireless phone every day, you could place moredistance between your body and the source ofthe RF, since the exposure level drops offdramatically with distamce. For example, youcould use a headset and carry the wireless phoneaway from your body or use a wireless phoneconnected to a remote antenna Again, thescientific data do not demonstrate that wirelessphones are harmful. But if you are concernedabout the RF exposure from these products, youcan use measures like those described above toreduce your RF exposure from wireless phoneuse.10. What about children using wireless phones? The scientific evidence does not show a danger tousers of wireless phones, including children andteenagers. If you want to take steps to lowerexposure to radiofrequency energy (RF), theTIA Safety InformationTIA Safety Information52
measures described above would apply tochildren and teenagers using wireless phones.Reducing the time of wireless phone use andincreasing the distance between the user and theRF source will reduce RF exposure. Some groupssponsored by other national governments haveadvised that children be discouraged from usingwireless phones at all. For example, thegovernment in the United Kingdom distributedleaflets containing such a recommendation inDecember 2000.They noted that no evidenceexists that using a wireless phone causes braintumors or other ill effects.Their recommendation to limit wireless phone useby children was strictly precautionary; it was notbased on scientific evidence that any healthhazard exists.11. What about wireless phone interference withmedical equipment?Radiofrequency energy (RF) from wireless phonescan interact with some electronic devices. For this reason, FDA helped develop a detailedtest method to measure electromagneticinterference (EMI) of implanted cardiacpacemakers and defibrillators from wirelessphones. This test method is now part of a standardsponsored by the Association for theAdvancement of Medical instrumentation (AAMI).The final draft, a joint effort by FDA, medicaldevice manufacturers, and many other groups, was completed in late 2000. This standard willallow manufacturers to ensure that cardiacpacemakers and defibrillators are safe fromwireless phone EMI.FDA has tested hearing aids for interference fromhandheld wireless phones and helped develop avoluntary standard sponsored by the Institute ofElectrical and Electronic Engineers (IEEE). Thisstandard specifies test methods and performancerequirements for hearing aids and wireless phonesso that no interference occurs when a person usesa “compatible” phone and a “compatible” hearingaid at the same time. This standard was approved by the IEEE in 2000.FDA continues to monitor the use of wirelessphones for possible interactions with otherTIA Safety InformationTIA Safety Information53
medical devices. Should harmful interference befound to occur, FDA will conduct testing to assessthe interference and work to resolve the problem.12. Appendix. RF Exposure Statement WARNING! Read this information before operating the phone. In August 1996, the Federal Communications (FCC) of the United States, with its action in Report and Order FCC 96-326, adopted an updated safety standard for human exposure to radio frequency(RF) electromagnetic energy emitted by FCC regulated transmitters. Those guidelines are consistent with the safety standard previously set by both U.S. and international standards bodies. The design of this phone complies with the FCC guidelines and these international standards. CAUTION Use only the supplied and approved antenna. Use of unauthorized antennas or modifications could impair call quality, damage the phone, void your warranty and/or result in violation of FCC regulations. Do not use the phone with a damaged antenna. If a damaged antenna comes into contact with skin, a minor burn may result. Contact your local dealer for a replacement of antenna. Body Worn Operation This device was tested for typical body-worn operations with the back of the phone kept 1.5 cm from the body. To comply with FCC RF exposure requirements, a minimum separation distance of 1.5 cm must be maintained between the user’s body and the back of the phone, including the antenna, whether extended or retracted. The use of belt-clips, holsters, and similar accessories should not containing metallic components in its assembly. The use of accessories that do not satisfy these requirements may not comply with FCC RF exposure requirements, and should be avoided.
Appendix 2. Consumer Information on SAR (Specific Absorption Rate) This Model Phone Meets the Government’s Requirements for Exposure to Radio Waves. Your wireless phone is a radio transmitter and receiver. It is designed and manufactured not to exceed the emission limits for exposure to radio frequency (RF) energy set by the Federal Communications Commission of the U.S. Government. These limits are part of comprehensive guidelines and establish permitted levels of RF energy for the general population. The guidelines are based on standards that were developed by independent scientific organizations through periodic and thorough evaluation of scientific studies. The standards include a substantial safety margin designed to assure the safety of all persons, regardless of age and health. The exposure standard for wireless mobile phones employs a unit of measurement known as the Specific Absorption Rate, or SAR. The SAR limit set by the FCC is 1.6 W/kg. Tests for SAR are conducted using standard operating positions specified by the FCC with the phone transmitting at its highest certified power level in all tested frequency bands. Although SAR is determined at the highest certified power level, the actual SAR level of the phone while operating can be well below the maximum value. Because the phone is designed to operate at multiple power levels to use only the power required to reach the network, in general, the closer you are to a wireless base station antenna, the lower the power output. Before a phone model is available for sale to the public, it must be tested and certified to the FCC that it does not exceed the limit established by the government-adopted requirement for safe exposure. The tests are performed in positions and locations (e.g., at the ear and worn on the body) as required by the FCC for each model. The highest SAR value for this model phone when tested for use at the ear is 1.29 W/kg and when worn on the body, as described in this user guide, is 0.949 W/kg (body-worn measurements differ among phone models, depending upon available accessories and FCC requirements). While there may be differences between SAR levels of various phones and at various positions, they all meet the government requirement for safe exposure. The FCC has granted an Equipment Authorization for this model phone with all reported SAR levels evaluated as in compliance with the FCC RF emission guidelines. SAR information on this model phone is on file with the FCC and can be found under the Display Grant section of http://www.fcc.gov/oet/fccid after searching on FCC ID BEJLSI120R
