What research is needed to decide whether RFexposure from wireless phones poses a health risk?A combination of laboratory studies andepidemiological studies of people actually usingwireless phones would provide some of the data thatare needed. Epidemiological studies can provide data that isdirectly applicable to human populations, but 10 ormore years follow-up may be needed to provideanswers about some health effects, such as cancer.This is because the interval between the time ofexposure to a cancer-causing agent and the timetumors develop  - if they do - may be many, manyyears. The interpretation of epidemiological studies ishampered by difficulties in measuring actual RFexposure during dayto- day use of wireless phones.Many factors affect this measurement, such as theangle at which the phone is held, or which model of phone is used.6. What is FDA doing to find out more about thepossible health effects of wireless phone RF? FDA is working with the U.S. National ToxicologyProgram and with groups of investigators around theworld to ensure that high priority animal studies areconducted to address important questions about theeffects of exposure to radiofrequency energy (RF).FDA has been a leading participant in the WorldHealth Organization International ElectromagneticFields (EMF) Project since its inception in 1996. Aninfluential result of this work has been thedevelopment of a detailed agenda of research needsthat has driven the establishment of new researchprograms around the world. The Project has alsohelped developa series of public information documents on EMFissues. FDA and the Cellular Telecommunications& Internet Association (CTIA) have a formalCooperative Research and Development Agreement(CRADA) to do research on wireless phone safety.FDA provides the scientific oversight, obtaining inputTIA Safety Information53the user, the exposure to RF is drastically lowerbecause a person's RF exposure decreases rapidlywith increasing distance from the source. The so-called “cordless phones,” which have a base unitconnected to the phone wiring in a house, typicallyoperate at far lower power levels, and thus produce RFexposures far below the FCC safety limits.4. What are the results of the research done already?The research done thus far has produced conflictingresults, and many studies have suffered from flaws intheir research methods. Animal experimentsinvestigating the effects of radiofrequency energy(RF) exposures characteristic of wireless phones haveyielded conflictingresults that often cannot be repeated in otherlaboratories. A few animal studies, however, havesuggested that low levels of RF could accelerate thedevelopment of cancer in laboratory animals.However, many of the studies that showed increasedtumor development used animals that had beengenetically engineered or treated with cancer-causingchemicals so as to be predisposed to develop cancerin the absence of RF exposure. Other studies exposedthe animals to RF for up to 22 hours per day. Theseconditions are not similar to the conditions underwhich people use wireless phones, so we don’t knowwith certainty what the results of such studies meanfor human health.Three large epidemiology studies have been publishedsince December 2000. Between them, the studiesinvestigated any possible association between the useof wireless phones and primary brain cancer, glioma,meningioma, or acoustic neuroma, tumors of the brainor salivarygland, leukemia, or other cancers. None of the studiesdemonstrated the existence of any harmful healtheffects from wireless phone RF exposures. Radiofrequency energy (RF) from wireless phones caninteract with some electronic devices.For this reason, FDA helped develop a detailed testmethod to measure electromagnetic interference(EMI) of implanted cardiac pacemakers anddefibrillators from wireless phones.This test method is now part of a standard sponsoredby the Association for the Advancement of Medicalinstrumentation (AAMI). The final draft, a joint effortby FDA, medical device manufacturers, and manyother groups, was completed in late 2000. Thisstandard will allow manufacturers to ensure that cardiac pacemakers anddefibrillators are safe from wireless phone EMI.FDA has tested hearing aids for interference fromhandheld wireless phones and helped develop avoluntary standard sponsored by the Institute ofElectrical and Electronic Engineers (IEEE). Thisstandard specifies test methods and performancerequirements for hearing aidsand wireless phones so that no interference occurswhen a person uses a  “compatible” phone and a“compatible” hearing aid at the same time.This standard was approved by the IEEE in 2000. FDAcontinues to monitor the use of wireless phones forpossible interactions with other medical devices.Should harmful interference be found to occur, FDAwill conduct testing to assess the interference andwork to resolve theproblem. Theinitial research will include both laboratory studiesand studies of wirelessphone users. The CRADA will also include a broadassessment of additional research needs in thecontext of the latest research developments around the world.7. What steps can I take to reduce my exposure toradiofrequency energy from my wireless phone?If there is a risk from these products--and at this pointwe do not know that there is--it is probably very small.But if you are concerned about avoiding evenpotential risks, you can take a few simple steps tominimize your exposure to radiofrequency energy(RF). Since time is a key factor in how much exposurea person receives, reducing the amount of time spentusing a wireless phone will reduce RF exposure.•If you must condict extended conversationsbywireless phone every day, you could place moredistance between your body and the source of theRF, since the exposure level drops off dramaticallywith distamce. For example, you could use aheadset and carry the wireless phone away fromyour body or use a wireless phone connected to aremote antenna Again, the scientific data do notdemonstrate that wireless phones are harmful. Butif you are concerned about the RF exposure fromthese products, you can use measures like thosedescribed above to reduce your RF exposure fromwireless phone use.8. What about children using wireless phones?The scientific evidence does not show a danger tousers of wireless phones, including children andteenagers. If you want to take steps to lower exposureto radiofrequency energy (RF), the measuresdescribed above would apply to children andteenagers using wireless phones.Reducing the time of wireless phone use andincreasing the distance between the user and the RFsource will reduce RF exposure.
