120For Your Safety3.Whatkindsofdevicesarethesubjectofthisupdate?Theterm“wirelessdevice”refersheretohandheldwirelessdeviceswithbuilt-inantennas,oftencalled“cell”,“mobile”,or“PCS”devices.ThesetypesofwirelessdevicescanexposetheusertomeasurableRadioFrequency(RF)energybecauseoftheshortdistancebetweenthedeviceandtheuser’shead.TheseRFexposuresarelimitedbyFCCsafetyguidelinesthatweredevelopedwiththeadviceoftheFDAandotherfederalhealthandsafetyagencies.Whenthedeviceislocatedatgreaterdistancesfromtheuser,theexposuretoRFisdrasticallylowerbecauseaperson’sRFexposuredecreasesrapidlywithincreasingdistancefromthesource.4.Whataretheresultsoftheresearchdonealready?Theresearchdonethusfarhasproducedconflictingresults,andmanystudieshavesufferedfromflawsintheirresearchmethods.AnimalexperimentsinvestigatingtheeffectsofRadioFrequency(RF)energyexposurescharacteristicofwirelessdeviceshaveyieldedconflictingresultsthatoftencannotberepeatedinotherlaboratories.Afewanimalstudies,however,havesuggestedthatlowlevelsofRFcouldacceleratethedevelopmentofcancerinlaboratoryanimals.However,manyofthestudiesthatshowedincreasedtumordevelopmentusedanimalsthathadbeengeneticallyengineeredortreatedwithcancer-causingchemicalssoastobepre-disposedtodevelopcancerintheabsenceofRFexposure.OtherstudiesexposedtheanimalstoRFforupto22hoursperday.Theseconditionsarenotsimilartotheconditionsunderwhichpeopleusewirelessdevices,sowedonotknowwithcertaintywhattheresultsofsuchstudiesmeanforhumanhealth.ThreelargeepidemiologystudieshavebeenpublishedsinceDecember2000.Betweenthem,thestudiesinvestigatedanypossibleassociationbetweentheuseofwirelessdevicesandprimarybraincancer,glioma,meningioma,oracousticneuroma,tumorsofthebrainorsalivarygland,leukemia,orothercancers.NoneofthestudiesdemonstratedtheexistenceofanyharmfulhealtheffectsfromwirelessdeviceRFexposures.However,noneofthestudiescananswerquestionsabout
121For Your Safetylong-termexposures,sincetheaverageperiodofdeviceuseinthesestudieswasaroundthreeyears.5.WhatresearchisneededtodecidewhetherRFexposurefromtabletsposesahealthrisk?Acombinationoflaboratorystudiesandepidemiologicalstudiesofpeopleactuallyusingtabletswouldprovidesomeofthedatathatareneeded.Lifetimeanimalexposurestudiescouldbecompletedinafewyears.However,verylargenumbersofanimalswouldbeneededtoprovidereliableproofofacancerpromotingeffectifoneexists.Epidemiologicalstudiescanprovidedatathatisdirectlyapplicabletohumanpopulations,buttenormoreyearsfollow-upmaybeneededtoprovideanswersaboutsomehealtheffects,suchascancer.Thisisbecausetheintervalbetweenthetimeofexposuretoacancer-causingagentandthetimetumorsdevelop—iftheydo—maybemany,manyyears.TheinterpretationofepidemiologicalstudiesishamperedbydifficultiesinmeasuringactualRFexposureduringday-to-dayuseoftablets.Manyfactorsaffectthismeasurement,suchastheangleatwhichthetabletisheld,orwhichmodeloftabletisused.6.WhatistheFDAdoingtofindoutmoreaboutthepossiblehealtheffectsoftabletRF?TheFDAisworkingwiththeU.S.NationalToxicologyProgramandwithgroupsofinvestigatorsaroundtheworldtoensurethathighpriorityanimalstudiesareconductedtoaddressimportantquestionsabouttheeffectsofexposuretoRadioFrequency(RF)energy.TheFDAhasbeenaleadingparticipantintheWorldHealthOrganizationInternationalElectroMagneticFields(EMF)Projectsinceitsinceptionin1996.Aninfluentialresultofthisworkhasbeenthedevelopmentofadetailedagendaofresearchneedsthathasdriventheestablishmentofnewresearchprogramsaroundtheworld.TheprojecthasalsohelpeddevelopaseriesofpublicinformationdocumentsonEMFissues.
