I t  is designed and m anufact ured not  t o exceed the em ission lim it s for exposure to radio frequency (RF) energy set  by  the Federal Com m unicat ions Com m ission ( FCC)  of t he U.S. Governm ent .  These lim its are par t  of com pr ehensive guidelines and est ablish perm it t ed levels of RF energy for t he general populat ion. The guidelines ar e based on t he safety st andar ds t hat  were developed by independent  scient ific organizat ions through periodic and t hr ough evaluation of scientific st udies.The st andards include a subst ant ial safety m argin designed t o assure t he safet y of all persons, regardless of age and healt h.The exposure st andard for  wir eless phones em ploys a unit  of m easurem ent  know n as Specific Absorption Rat e ( SAR). I f you want t o t ake st eps t o low er exposure to radio frequency ener gy ( RF), the m easures descr ibed above would apply  t o children and teenagers using wireless phones. Reducing t he t im e of wireless phone use and increasing t he dist ance bet ween the user and t he RF source will reduce RF exposure.Som e groups sponsored by  ot her national governm ents have advised that  children be discouraged from  using wireless phones at all. For  exam ple, t he governm ent  in t he United Kingdom  dist ribut ed leaflet s cont aining such a recom m endat ion in Decem ber 2000. They noted t hat  no ev idence exist s that  using a wireless phone causes brain t um ors or  ot her  ill effect s. Their  recom m endat ion t o lim it  wir eless phone use by children was strict ly  pr ecautionary;  it  was not  based on scient ific evidence t hat  any healt h hazar d ex ist s.7.Do hands- free kits for wireless phones r educe risks from  ex posure to RF em issions?Since t here are no know n risk s fr om  exposure t o RF em issions from  wir eless phones, t here is no reason t o believe that  hands- free kit s r educe risks. Hands- free kits can be used with wireless phones for convenience and com fort. These syst em s reduce t he absorption of RF energy in the head because the phone, which is the source of t he RF em issions, will not  be placed against  the head. On t he ot her  hand, if t he phone is m ounted against  t he waist  or  ot her  part  of t he body dur ing use, t hen t h at  par t  of  t he b ody  w ill ab sor b  m or e RF en er gy.  Wireless phones m arket ed in t he U.S. are required t o m eet  safet y requirem ent s regardless of whet her t hey are used against  t he head or against  t he body. Eit her  configurat ion should r esult  in com pliance with the safety lim it .Do wireless phone accessories t hat  claim  t o shield the head fr om  RF radiat ion w ork?Since t here are no know n risk s fr om  exposure t o RF em issions from  wir eless phones, t here is no reason t o believe t hat  accessories t hat claim  t o shield t he head

Som e product s that  claim  t o shield t he user fr om  RF absorption use special phone cases, w hile ot hers involve not hing m or e t han a m et allic accessory at t ached t o t he phone.  St udies have shown t hat  t hese pr oduct s generally  do not  wor k as advert ised. Unlike “ hand- fr ee”  kits, t hese so-called “ shields”  m ay int erfere with pr oper operat ion of the phone. The phone m ay be forced t o boost  it s power  t o com pensat e, leading t o an increase in RF absor pt ion. I n February  2002, the Federal t rade Com m ission ( FTC) char ged t wo com panies t hat  sold dev ices t hat  claim ed t o protect  wireless phone user s from  radiat ion wit h m aking false and unsubstant iat ed claim s. According t o FTC, t hese defendants lacked a reasonable basis t o subst ant iat e t heir claim .8.What  about  w ir eless phone int er fer ence w it h m edical equipm ent ?Radio fr equency energy ( RF) from  w ir eless phones can int eract  with som e elect r onic devices. For this reason, FDA helped develop a det ailed t est m et hod t o m easure elect rom agnetic interference ( EMI )  of im plant ed cardiac pacem akers and defibrillat ors from  wireless telephones. This t est m ethod is now part  of a st andard sponsored by t he Association for the Advancem ent of Medical inst r um ent ation ( AAMI ) . The final draft , a j oint effort  by FDA, m edical dev ice m anufact ur ers, and m any ot her  gr oups, was com pleted in lat e 2000. This st andard will allow m anufact urers t o ensure that  car diac pacem akers and defibrillators are safe from  wireless phone EMI .FDA has t est ed hearing aids for  int er ference fr om  handheld wir eless phones and helped develop a volunt ary st andar d sponsored by  the I nst it ut e of Electrical and Electronic Engineers ( I EEE). This st andard specifies t est  m ethods and per form ance requir em ent s for hearing aids and wireless phones so t hat  no interference occurs when a person uses a com pat ible phone and a com pat ible hearing aid at t he sam e t im e. This st andard was approved by  t he I EEE in 2000.

Should harm ful int erference be found to occur, FDA will conduct  t est ing t o assess the int erfer ence and work to resolve t he problem .9.What  ar e t he result s of t he research done already?The research done thus far  has produced conflict ing results, and m any studies have suffered from  flaws in t heir research m et hods. Anim al experim ent s investigat ing t he effects of radio frequency energy ( RF) exposur es characterist ic of wireless phones have yielded conflict ing result s that oft en cannot  be repeat ed in ot her laborat ories. A few anim al st udies, however, have suggest ed t hat  low levels of RF could accelerat e t he developm ent  of cancer  in laborat ory anim als. However, m any of t he st udies t hat  showed increased t um or developm ent used anim als t hat  had been genet ically engineered or treat ed wit h cancer causing chem icals so as t o be pre-disposed t o develop cancer in the absence of RF exposure. Ot her st udies exposed t he anim als to RF for up t o 22 hours per day. These condit ions are not  sim ilar t o the conditions under  which people use wireless phones, so we don’t know  with certaint y what  t he r esult s of such st udies m ean for hum an healt h.Three large epidem iology studies have been published since Decem ber 2000.
