I t is designed and m anufact ured not t o exceed the
em ission lim it s for exposure to radio frequency (RF)
energy set by the Federal Com m unicat ions
Com m ission ( FCC) of t he U.S. Governm ent . These
lim its are par t of com pr ehensive guidelines and
est ablish perm it t ed levels of RF energy for t he general
populat ion. The guidelines ar e based on t he safety
st andar ds t hat were developed by independent
scient ific organizat ions through periodic and t hr ough
evaluation of scientific st udies.

Precautions when using batteries
Never use any charger or bat tery t hat is dam aged
in any way.
Use the bat t ery only for it s intended purpose.
I f you use t he phone near the networ k’s base
st at ion, it uses less power; t alk and st andby t im e
are greatly affect ed by t he signal st r ength on t he
cellular network and the param eters set by the
networ k operat or.
Bat t ery char ging t im e depends on t he r em aining
battery charge, t he t y pe of battery and t he charger
used. The battery can be charged and discharged
hundr eds of t im es, but it w ill gradually wear out .
When t he operation t im e ( t alk t im e and st andby
tim e) is noticeably short er t han norm al, it is t im e
to buy a new bat t ery.
I f left unused, a fully charged bat t ery will
discharge it self over tim e.
Use only Sam sung- approved bat t eries and
recharge your bat t ery only with Sam sung-
approved char gers. When a charger is not in use,
disconnect it from t he power source. Do not leave
the battery connect ed t o a charger for m ore t han a
week, since over charging m ay short en it s life.

The term wireless phone refers here to hand- held

phones can expose t he user to m easurable radio
frequency ener gy ( RF) because of t he short dist ance
bet ween the phone and the user s head. These RF
exposur es ar e lim it ed by Federal Com m unicat ions
Com m ission safet y guidelines that wer e developed
wit h t he advice of FDA and other federal healt h and
safety agencies. When t he phone is locat ed at great er
dist ances from t he user, t he exposure to RF is
drast ically lower because a per son’s RF exposure
decreases rapidly wit h incr easing dist ance from t he

The available scient ific evidence does not show that

very low levels of RF w hen in the st and-by m ode.
Whereas high levels of RF can produce health effect s

not produce heat ing effect s causes no know n adverse

have not found any biological effect s. Som e studies

radiat ion em it t ing consum er products such as w ireless
phones before t hey can be sold, as it does with new
dr ugs or m edical devices. However, the agency has
authority t o t ake act ion if wireless phones ar e shown
t o em it radio frequency energy (RF) at a level t hat is
hazardous to t he user. I n such a case, FDA could
require t he m anufact urer s of wireless phones t o not ify
user s of the healt h hazard and t o r epair, r eplace or
recall t he phones so t hat t he hazard no longer exist s.
Alt hough t he ex isting scient ific dat a do not j ust ify FDA
regulatory actions, FDA has urged t he wireless phone
indust ry t o t ake a num ber of st eps, including the

for safet y quest ions about wireless phones.
FCC also regulates t he base st ations that t he wireless
phone networks rely upon. While t hese base stations

lower t han t hose they can get from wireless phones.

FDA is working wit h t he U.S. Nat ional Toxicology

wor ld t o ensure that high priorit y anim al st udies ar e
conducted t o address im port ant quest ions about the
effect s of exposure t o radio fr equency energy ( RF).

FDA has been a leading part icipant in the World Health
Organizat ion I nt er nat ional Elect rom agnet ic Fields
( EMF) Proj ect since its incept ion in 1996. An influent ial
result of t his work has been the developm ent of a
det ailed agenda of r esearch needs t hat has driven t he
est ablishm ent of new resear ch program s ar ound t he
wor ld. The Proj ect has also helped develop a series of
public inform at ion docum ent s on EMF issues.
FDA and t he Cellular Telecom m unications & I nt ernet
Associat ion (CTI A) have a form al Cooperative
Research and Developm ent Agreem ent ( CRADA) t o do
research on wireless phone safety. FDA provides the
scient ific oversight , obt aining input from experts in
governm ent, indust ry, and academ ic organizat ions.
CTI A- funded resear ch is conducted t hr ough contracts
t o independent investigat ors. The init ial research w ill
include bot h laborat ory st udies and st udies of wir eless
phone users. The CRADA w ill also include a broad
assessm ent of addit ional r esearch needs in t he
context of t he lat est resear ch developm ent s around
the world.

What st eps can I t ake t o r educe m y exposure t o
radio frequency energy from m y wireless phone?
I f t here is a risk from t hese product s—and at t his point
we do not know t hat t here is—it is pr obably ver y
sm all. But if you are concerned about avoiding even
potent ial risks, you can t ake a few sim ple st eps t o
m inim ize your exposure t o radio frequency ener gy
( RF). Since t im e is a key fact or in how m uch exposure
a person receiv es, reducing t he am ount of t im e spent
using a wireless phone will r educe RF exposure.
I f you m ust conduct ext ended conversat ions by
wir eless phone every day, you could place m ore
dist ance bet w een your body and t he source of t he RF,
since t he exposure level drops off dram at ically wit h
dist ance. For ex am ple, you could use a headset and
car ry the wir eless phone away from your body or use a
wir eless phone connect ed t o a r em ot e ant enna

What about children using wireless phones?
The scient ific evidence does not show a danger t o
users of w ir eless phones, including children and
teenagers. I f you want t o t ake st eps t o low er exposure
to radio frequency ener gy ( RF), the m easures
descr ibed above would apply t o children and
teenagers using wireless phones. Reducing t he t im e of
wireless phone use and increasing t he dist ance
bet ween the user and t he RF source will reduce RF
exposure.
Som e groups sponsored by ot her national
governm ents have advised that children be
discouraged from using wireless phones at all. For
exam ple, t he governm ent in t he United Kingdom
dist ribut ed leaflet s cont aining such a recom m endat ion
in Decem ber 2000. They noted t hat no ev idence exist s
that using a wireless phone causes brain t um ors or
ot her ill effect s. Their recom m endat ion t o lim it
wir eless phone use by children was strict ly
pr ecautionary; it was not based on scient ific evidence
t hat any healt h hazar d ex ist s.
7.
Do hands- free kits for wireless phones r educe risks
from ex posure to RF em issions?
Since t here are no know n risk s fr om exposure t o RF
em issions from wir eless phones, t here is no reason t o
believe that hands- free kit s r educe risks. Hands- free
kits can be used with wireless phones for convenience
and com fort. These syst em s reduce t he absorption of
RF energy in the head because the phone, which is the
source of t he RF em issions, will not be placed against
the head. On t he ot her hand, if t he phone is m ounted
against t he waist or ot her part of t he body dur ing use,
t hen t h at par t of t he b ody w ill ab sor b m or e RF en er gy.
Wireless phones m arket ed in t he U.S. are required t o
m eet safet y requirem ent s regardless of whet her t hey
are used against t he head or against t he body. Eit her
configurat ion should r esult in com pliance with the
safety lim it .
Do wireless phone accessories t hat claim t o shield the
head fr om RF radiat ion w ork?
Since t here are no know n risk s fr om exposure t o RF
em issions from wir eless phones, t here is no reason t o
believe t hat accessories t hat claim t o shield t he head

from those em issions reduce risks. Som e product s
that claim t o shield t he user fr om RF absorption use
special phone cases, w hile ot hers involve not hing
m or e t han a m et allic accessory at t ached t o t he phone.
St udies have shown t hat t hese pr oduct s generally do
not wor k as advert ised. Unlike hand- fr ee kits, t hese
so-called shields m ay int erfere with pr oper operat ion
of the phone. The phone m ay be forced t o boost it s
power t o com pensat e, leading t o an increase in RF
absor pt ion. I n February 2002, the Federal t rade
Com m ission ( FTC) char ged t wo com panies t hat sold
dev ices t hat claim ed t o protect wireless phone user s
from radiat ion wit h m aking false and unsubstant iat ed
claim s. According t o FTC, t hese defendants lacked a
reasonable basis t o subst ant iat e t heir claim .

What about w ir eless phone int er fer ence w it h
m edical equipm ent ?
Radio fr equency energy ( RF) from w ir eless phones can
int eract with som e elect r onic devices. For this reason,
FDA helped develop a det ailed t est m et hod t o m easure
elect rom agnetic interference ( EMI ) of im plant ed
cardiac pacem akers and defibrillat ors from wireless
telephones. This t est m ethod is now part of a st andard
sponsored by t he Association for the Advancem ent of
Medical inst r um ent ation ( AAMI ) . The final draft , a j oint
effort by FDA, m edical dev ice m anufact ur ers, and
m any ot her gr oups, was com pleted in lat e 2000. This
st andard will allow m anufact urers t o ensure that
car diac pacem akers and defibrillators are safe from
wireless phone EMI .
FDA has t est ed hearing aids for int er ference fr om
handheld wir eless phones and helped develop a
volunt ary st andar d sponsored by the I nst it ut e of
Electrical and Electronic Engineers ( I EEE). This
st andard specifies t est m ethods and per form ance
requir em ent s for hearing aids and wireless phones so
t hat no interference occurs when a person uses a
com pat ible phone and a com pat ible hearing aid at t he
sam e t im e. This st andard was approved by t he I EEE in
2000.

Should harm ful int erference be found to occur, FDA
will conduct t est ing t o assess the int erfer ence and
work to resolve t he problem .
9.
What ar e t he result s of t he research done already?
The research done thus far has produced conflict ing
results, and m any studies have suffered from flaws in
t heir research m et hods. Anim al experim ent s
investigat ing t he effects of radio frequency energy
( RF) exposur es characterist ic of wireless phones have
yielded conflict ing result s that oft en cannot be
repeat ed in ot her laborat ories. A few anim al st udies,
however, have suggest ed t hat low levels of RF could
accelerat e t he developm ent of cancer in laborat ory
anim als. However, m any of t he st udies t hat showed
increased t um or developm ent used anim als t hat had
been genet ically engineered or treat ed wit h cancer
causing chem icals so as t o be pre-disposed t o develop
cancer in the absence of RF exposure. Ot her st udies
exposed t he anim als to RF for up t o 22 hours per day.
These condit ions are not sim ilar t o the conditions
under which people use wireless phones, so we dont
know with certaint y what t he r esult s of such st udies
m ean for hum an healt h.
Three large epidem iology studies have been published
since Decem ber 2000. Bet w een t hem , t he st udies
invest igated any possible associat ion bet w een t he use
of wireless phones and pr im ary brain cancer, giom a,
m eningiom a, or acoust ic neurom a, t um ors of t he brain
or salivary gland, leukem ia, or other cancers. None of
the st udies dem onst rat ed t he exist ence of any harm ful
healt h effect s from wireless phone RF exposur es.
However, none of t he st udies can answer quest ions
about long-t erm exposures, since t he av erage per iod
of phone use in t hese st udies was around t hree year s.
10.
What r esearch is needed t o decide whet her RF
ex posure from wir eless phones poses a healt h
risk?
A com binat ion of laboratory st udies and
epidem iological st udies of people act ually using
wir eless phones would prov ide som e of t he data t hat
are needed. Lifetim e anim al exposure st udies could be
com plet ed in a few years. How ever, very lar ge

num bers of anim als would be needed to pr ovide
reliable proof of a cancer prom ot ing effect if one
exists. Epidem iological studies can provide dat a t hat is
direct ly applicable t o hum an populat ions, but 10 or
m or e years follow- up m ay be needed t o provide
answers about som e healt h effect s, such as cancer.
This is because the interval bet ween the tim e of
exposure t o a cancer- causing agent and t he t im e
t um or s develop - if t hey do - m ay be m any, m any
years. The int erpr et at ion of epidem iological st udies is
ham per ed by difficult ies in m easuring act ual RF
exposure during day- t o- day use of wir eless phones.
Many fact ors affect t his m easurem ent, such as the
angle at w hich the phone is held, or which m odel of
phone is used.
