What is the FDA's role con Under the law, the FDA does not review the safety of radiation emitting consumer products such as 60 1E Coolpad 801 wireless phones before they can be sold, as it does with new drrugs or medical devices. However, the agency has authority to take action if wireless phones are shown n to emit Radio Frequency (RF) enerrgy at a level that is hazardous to the user. In such a case, the FD DA could require the manufacturers of hat wireless phones to notify useers of the health hazard and to repaiir, replace, or recall the phones so th the hazard no longer exists. Although the existing scienttific data does not justify FDA regu ulatory actions, the FDA has urged the wireless phone industry to taake a number of steps, including the following: 1. o RF of the type emitted by wireleess Support needed researcch into possible biological effects of phones; 2. R exposure to the user that is not Design wireless phonees in a way that minimizes any RF necessary for device fuunction; and 3. ble Cooperate in providingg users of wireless phones with the best possible information on possib 61 E Coolpad 801E effects of wireless phonee use on human health. or The FDA belongs to an interaggency working group of the federal agencies that have responsibility fo different aspects of RF safety tto ensure coordinated efforts at the federal level. The following agencies belong to this working group: 1. National Institute for Occcupational Safety and Health 2. Environmental Protectionn Agency 3. Occupational Safety and Health Administration 4. National Telecommunicaations and Information Administratio on The National Institutes of Heaalth participates in some interagenccy working group activities, as welll. ns The FDA shares regulatory rresponsibilities for wireless phoness with the Federal Communication Commission (FCC). All phonnes that are sold in the United Staates must comply with FCC safety a other health agencies for safety guidelines that limit RF exposure. The FCC relies on the FDA and 62 1E Coolpad 801 questions about wireless phoones. The FCC also regulates the bbase stations that the wireless phonee networks rely upon. While these baase wer than do the wireless phones themselves, the RF exposures that peop ple stations operate at higher pow om get from these base stations are typically thousands of times lower than those they can get fro his wireless phones. Base stations are thus not the subject of th he safety questions discussed in th document. 2. Do wireless phones pose a health hazard? The available scientific eviddence does not show that any healtth problems are associated with usiing nes wireless phones. There is no proof, however, that wireless phonees are absolutely safe. Wireless phon emit low levels of Radio Freequency (RF) energy in the microwaave range while being used. They allso emit very low levels of RF when in standby mode. Whereas high levels of RF can produce heaalth effects (by heating tissue), eexposure to low level RF that does not produce heating effects causes no 63 E Coolpad 801E known adverse health effects. Many studies of low level RF expo osures have not found any biologicaal effects. Some studies have sugggested that some biological effectss may occur, but such findings havee not been confirmed by additional research. In some cases, otheer researchers have had difficulty in reproducing those studies, or inn determining the reasons for inconssistent results. 3. What are the results of the research done already? nd many studies have suffered from The research done thus far has produced conflicting results, an F) flaws in their research methodds. Animal experiments investigating g the effects of Radio Frequency (RF ot energy exposures characteristiic of wireless phones have yielded conflicting results that often canno be repeated in other laboratoriees. A few animal studies, however, have suggested that low levels of RF ment of cancer in laboratory animalss. However, many of the studies thaat could accelerate the developm showed increased tumor deveelopment used animals that had beeen genetically engineered or treated 64 1E Coolpad 801 with cancer-causing chemiccals so as to be pre-disposed to develop cancer in the absence of RF exposure. Other studies expoosed the animals to RF for up to 22 2 hours per day. These conditions are not similar to the conditionns under which people use wirelesss phones, so we do not know with certainty what the results off such studies mean for human heaalth. Three large epidemiology studies t studies investigated any possib ble have been published since December 2000. Between them, the association between the usee of wireless phones and primary brain cancer, glioma, meningioma, or acoustic neuroma, tumors oof the brain or salivary gland, leuk kemia, or other cancers. None of the studies demonstrated the exiistence of any harmful health effectts from wireless phone RF exposurres. However, none of the studiies can answer questions about lon ng-term exposures, since the averaage period of phone use in these studies was around three years. 4. What kinds of phones aree the subjects of this update? The term “wireless phone” reefers here to handheld wireless phon nes with built-in antennas, often callled 65 E Coolpad 801E “cell”, “mobile”, or “PCS” phoones. These types of wireless phonees can expose the user to measurablee d. Radio Frequency (RF) energyy because of the short distance betw ween the phone and the user’s head These RF exposures are limiteed by FCC safety guidelines that weere developed with the advice of thee FDA and other federal health aand safety agencies. When the phon ne is located at greater distances from the user, the exposure to RF is drastically lower because a persson's RF exposure decreases rapidly with increasing distance from tthe source. The so-called “cordless phones,” which have a base unit connected to the telephone wiring in a housee, typically operate at far lower ppower levels, and thus produce RF exposures far below the FCC safety limits. alth effects of wireless phone RF? 5. What is the FDA doing to ffind out more about the possible hea The FDA is working with thee U.S. National Toxicology Prograam and with groups of investigatorrs a conducted to address importan nt around the world to ensure tthat high priority animal studies are 66 1E Coolpad 801 questions about the effects off exposure to Radio Frequency (RF)) energy. The FDA has been a leadiing participant in the World Healtth Organization International Electro Magnetic Fields (EMF) Project since its inception in 1996. An influential result of this work has beeen the development of a detailled agenda of research needs that has driven the establishment of neew blic research programs around the world. The project has also helped develop a series of pub EMF issues. The FDA and the Celllular Telecommunications & Intern net information documents on E Association (CTIA) have a fformal Cooperative Research And Development Agreement (CRADA) to om do research on wireless phonne safety. The FDA provides the scientific oversight, obtaining input fro experts in government, induustry, and academic organizations. CTIA-funded research is conductted ory through contracts with indeependent investigators. The initial research will include both laborato studies and studies of wirelless phone users. The CRADA willl also include a broad assessment of additional research needs in tthe context of the latest research dev velopments around the world. 67 E Coolpad 801E 6. What research is needed tto decide whether RF exposure fro om wireless phones poses a health risk? A combination of laboratory studies and epidemiological studiees of people actually using wireless me animal exposure studies could bee phones would provide some oof the data that are needed. Lifetim However, very large numbers of an completed in a few years. H nimals would be needed to providee moting effect, if one exists. Epidemio reliable proof of a cancer prom ological studies can provide data thaat is directly applicable to humann populations, but ten or more years follow-up may be needed to provide fects, such as cancer. answers about some health effe This is because the interval bbetween the time of exposure to a cancer causing agent and the timee may be many, many years. The interrpretation of epidemiological studies tumors develop - if they do - m measuring actual RF exposure durin is hampered by difficulties in m ng day-to-day use of wireless phoness. 68 1E Coolpad 801 Many factors affect this meaasurement, such as the angle at which h the phone is held, or which model of phone is used. 7. What has the FDA done tto measure the Radio Frequency en nergy coming from wireless phones? The Institute of Electrical aand Electronic Engineers (IEEE) iss developing a technical standard for measuring the Radio Frequuency (RF) energy exposure from wireless phones and other wireleess handsets with the participaation and leadership of FDA scieentists and engineers. The standaard, “Recommended Practice forr Determining the Spatial-Peak Sp pecific Absorption Rate (SAR) in the Human Body Due to Wireleess Communications Devices: Exp perimental Techniques”, sets forth the first consistent test methodoology for measuring the rate at wh hich RF is deposited in the heads of wireless phone users. The tesst method uses a tissue-simulating model of the human head. Standardizzed SAR test methodology is eexpected to greatly improve the co onsistency of measurements made at bed different laboratories on the same phone. SAR is the measurem ment of the amount of energy absorb 69 E Coolpad 801E or in tissue, either by the wholle body or a small part of the bo ody. It is measured in watts/kg (o measurement is used to determine whether a wireless phone complies milliwatts/g) of matter. This m with safety guidelines. 8. How can I find out how much Radio Frequency energy exposure I can get by using my wireless phone? C) All phones sold in the United States must comply with Federal Communications Commission (FCC guidelines that limit Radio Freequency (RF) energy exposures. Thee FCC established these guidelines in consultation with the FDA annd the other federal health and safeety agencies. The FCC limit for RF exposure from wireless phonees is set at a Specific Absorption Raate (SAR) of 1.6 watts per kilogram (1.6W/kg). The FCC limit iss consistent with the safety stand dards developed by the Institute of Electrical and Electronic Engiineering (IEEE) and the National Council on Radiation Protection and Measurement. The exposure liimit takes into consideration the body’s ability to remove heat from thee 70 1E Coolpad 801 tissues that absorb energy froom the wireless phone and is set weell below levels known to have effeccts. Manufacturers of wireless phhones must report the RF exposuree level for each model of phone to the FCC. www.fcc.gov/cgb/cellular.html) giv CC The FCC website (http://w ves directions for locating the FC identification number on youur phone, so you can find your pho one’s RF exposure level in the onliine listing. ng wireless phones? 9. What about children usin The scientific evidence doess not show a danger to users of wiireless phones, including children and teenagers. If you want to takke steps to lower exposure to Radio Frequency (RF) energy, the measurres described above would apply to children and teenagers using wireless phones. Reducing the time of wireless phone use and incrreasing the distance between the usser and the RF source will reduce RF exposure. 71 E Coolpad 801E Some groups sponsored by oother national governments have ad dvised that children be discouraged from using wireless phones att all. For example, the governmentt in the United Kingdom distributed leaflets containing such a recommendation in December 2000. Th hey noted that no evidence exists thaat using a wireless phone causes brain tumors or other ill effects. Theeir recommendation to limit wireless phone use by children was sttrictly precautionary; it was not baased on scientific evidence that any health hazard exists. 10. What steps can I take too reduce my exposure to Radio Frequency energy from my wireless phone? If there is a risk from these prroducts- and at this point we do no ot know that there is - it is probably very small. But if you are conncerned about avoiding even potenttial risks, you can take a few simplee 72 1E Coolpad 801 ow steps to minimize your expoosure to Radio Frequency (RF) enerrgy. Since time is a key factor in ho much exposure a person recceives, reducing the amount of tim me spent using a wireless phone will reduce RF exposure. If you must conduct extended conversatio ons by wireless phone every day, you ops could place more distance beetween your body and the source of the RF, since the exposure level dro one off dramatically with distannce. For example, you could use a headset and carry the wireless pho away from your body or use a wireless phone connected to a remote antenna. Again, the scientiific data does not demonstrate thhat wireless phones are harmful. But if you are concerned about the RF exposure from these produccts, you can use measures like those described above to reduce your RF exposure from wireless phonne use. 11. What about wireless phoone interference with medical equip pment? his Radio Frequency (RF) energgy from wireless phones can interact with some electronic devices. For th nce reason, the FDA helped devvelop a detailed test method to measure Electro Magnetic Interferen 73 E Coolpad 801E (EMI) of implanted cardiac paacemakers and defibrillators from wireless telephones. This test method is now part of a standard sponsored by the Association for the Advancement of Medicaal Instrumentation (AAMI). The final draft, a joint effort by the FDA A, medical device manufacturers, and many other groups, was complleted in late 2000. This standard willl allow manufacturers to ensure thaat cardiac pacemakers and defibrrillators are safe from wireless phon ne EMI. The FDA has tested hearing aids for interference from hhandheld wireless phones and hellped develop a voluntary standard Electrical and Electronic Engineers (IEEE). This standard specifies tesst sponsored by the Institute of E methods and performance reqquirements for hearing aids and wirreless phones so that no interferencee occurs when a person uses a “compatible” phone and a “compaatible” hearing aid at the same timee. This standard was approved by the IEEE in 2000. The FDA conttinues to monitor the use of wireless phones for possible interactionns with other medical devices. Shou uld harmful interference be found to occur, the FDA will conduct teesting to assess the interference and work to resolve the problem. 74 1E Coolpad 801 12. ON ON SAR (Specific Absorption CONSUMER INFORMATIO n Rate) ur This Model Phone Meets the Government’s Requirements forr Exposure to Radio Waves. You wireless phone is a radio transsmitter and receiver. It is designed and manufactured not to exceed thee ns emission limits for exposure to radiofrequency (RF) energy seet by the Federal Communication U.S. Government. These FCC exp Commission (FCC) of the U posure limits are derived from thee recommendations of two exppert organizations, the National Co ouncil on Radiation Protection and Measurement (NCRP) and thee Institute of Electrical and Electron nics Engineers (IEEE). In both casess, y, the recommendations were developed by scientific and engineeering experts drawn from industry government, and academia aftter extensive reviews of the scientiffic literature related to the biologicaal nt effects of RF energy. The expposure limit for wireless mobile pho ones employs a unit of measuremen known as the Specific Absorpttion Rate, or SAR. The SAR is a meeasure of the rate of absorption of RF 80 1E Coolpad 801 energy by the human bodyy expressed in units of watts per kilogram (W/kg). The FCC requirres CC wireless phones to comply with a safety limit of 1.6 watts per kilogram (1.6 W/kg). The FC blic exposure limit incorporates a substantial margin of safety to giive additional protection to the pub and to account for any varriations in measurements. Tests forr SAR are conducted using standaard wer operating positions specifiedd by the FCC with the phone transsmitting at its highest certified pow vel, level in all tested frequency bands. Although SAR is determineed at the highest certified power lev the actual SAR level of the pphone while operating can be well beelow the maximum value. Because the phone is designed to operatte at multiple power levels to use only the power required to reach the network, generally, the closeer you are to a wireless base station antenna, the lower the power output.. hat Before a phone model is avaailable for sale to the public, it must be tested and certified to the FCC th it does not exceed the limit eestablished by the government adoptted requirement for safe exposure. The tests are performed in positioons and locations (e.g., at the ear and d worn on the body) as required by the 81 E Coolpad 801E FCC for each model. The FCC has granted an Equippment Authorization for this modell phone with all reported SAR levels evaluated as in compliance witth the FCC RF emission guidelines. The highest SAR value for thhis model phone when tested for usse at the ear is 1.09W/kg and when worn on the body, as describeed in this user’s manual, is 1.41W//kg. While there may be differences nt between SAR levels of varioous phones and at various positio ons, they all meet the governmen requirement for safe exposure. n distance of 10 mm between the SAR compliance for body-worrn operation is based on a separation unit and the human body. Carrry this device at least 10 mm away frrom your body to ensure RF exposure level compliant or lower to the reported level. To supporrt body-worn operation, choose the 82 1E Coolpad 801 belt clips or holsters, which ddo not contain metallic components,, to maintain a separation of 10 mm between this device and your body. RF exposure compliance witth any body-worn accessory, which contains metal, was not tested and certified, and use such body--worn accessory should be avoided. C and can be found under the Displlay SAR information on this moodel phone is on file with the FCC Grant section of http://www.fcc.gov/oet/ea/fccid/ after searching g on FCC ID. ber To find information that perttains to a particular model phone, th his site uses the phone FCC ID numb mewhere on the case of the phonee. Sometimes it may be necessary to which is usually printed som one, remove the battery pack to fiind the number. Once you have the FCC ID number for a particular pho or a follow the instructions on thee website and it should provide valu ues for typical or maximum SAR fo 83 E Coolpad 801E particular phone. Additional information on Specific Absorption Rates (SAR R) can be found on the Cellulaar Telecommunications Industry Association (CTIA) website at http:://www.ctia.org/ In the United States and Canaada, the SAR limit for mobile phonees used by the public is 1.6 watts/kg (W/kg) averaged over one graam of tissue. The standard incorporaates a substantial margin of safety to give additional protection for tthe public and to account for any varriations in measurements. The intent of the HAC Act is to ensure reassonable access to telecommunications services for persons with hearing disabilities. While some wireeless phones are used near some hearing devices (hearing aids and cochlear implants), users may detect a buzzing, humming, or whin ning noise. Some hearing devices aree more immune than others too this interference noise, and ph hones also vary in the amount of interference they generate. Thee wireless telephone industry has deeveloped a rating system for wireless 86 1E Coolpad 801 m be compatible with their heariing phones, to assist hearing deevice users to find phones that may bel devices. Not all phones havee been rated. Phones that are rated have the rating on their box or a lab located on the box. The ratinngs are not guarantees. Results willl vary depending on the user's heariing device and hearing loss. If yyour hearing device happens to be vu ulnerable to interference, you may not be able to use a rated phonee successfully. Trying out the phonee with your hearing device is the best way to evaluate it for your peersonal needs. M3 or M4 meet FCC requirements and are likely to generate leess M-Ratings: Phones rated M wo interference to hearing devicces than phones that are not labeleed. M4 is the better/higher of the tw ratings. nce T-Ratings: Phones rated T3 or T4 meet FCC requirements and are likely to generate less interferen to hearing devices than phonnes that are not labeled. T4 is the bettter/ higher of the two ratings. nal Hearing devices may also bee rated. Your hearing device manuffacturer or hearing health profession 87 E Coolpad 801E may help you find this ratingg. Higher ratings mean that the heaaring device is relatively immune to interference noise. The hearingg aid and wireless phone rating values are then added together. A sum of 5 is considered acceptable for nnormal use. A sum of 6 is considereed for best use. In the example to the above, if i a hearing aid meets the M2 level rating and the wireless phone meetts the M3 level rating, the sum off the two values equal M5. This shou uld provide the hearing aid user with “normal usage” while using thheir hearing aid with the particular wireless phone. “Normal usage” in this context is defined as a signnal quality that’s acceptable for norm mal operation. 88 1E Coolpad 801 The M mark is intended tto be synonymous with the U mark. The T mark is intended to be synonymous with the UT mark. The M and T marks are recommended by the Alliance for Telecommunications Industrries Solutions (ATIS). The U and UT marks are referenced in Sectiion 20.19 of the FCC Rules. Thee HAC rating and measurement pro ocedure are described in the Americcan National Standards Institute (ANSI) C63.19 standard. When you're talking on a celll phone, it's recommended that you u turn the BT (Bluetooth) mode off for HAC.
