You can select to synchronize additional folders by designating them for ActiveSync. The foldersyou create and the messages you move will then bemirrored on the server. For example, if you move twomessages from the Inbox folder to a folder namedFamily, and you have designated Family for synchronization, the server creates a copy of the Familyfolder and copies the messages into that folder. You canthen read the messages while away from your computer. If you use SMS, messages are stored in the Inbox folder. If you use POP3 and you move email messages to afolder you created, the link is broken between themessages on your device and their copies on the emailserver. The next time you connect, the email server willsee that the messages are missing from the device’sInbox and delete them from the server. This prevents youfrom having duplicate copies of a message, but it alsomeans that you will no longer have access to messagesthat you move to folders created from anywhere exceptyour device. If you use IMAP4, the folders you create and the emailmessages you move are mirrored on the server. Therefore, messages are available to you anytime youconnect to your email server, whether it is from yourdevice or from your computer. This is because thephone is designed to operate at multiple power levels soas to use only the power required to reach the network. In general, the closer you are to a wireless base stationantenna, the lower the power output.SSAARR IINNFFOORRMMAATTIIOONNSSAARR IINNFFOORRMMAATTIIOONNPPHHOONNEE UUSSAAGGEE RREEGGUULLAATTIIOONNSSNever violate any of the following FCC Rules andRegulations when using your Pocket PC phone. There is no proof, however, that wirelessphones are absolutely safe. Wireless phones emit lowlevels of radiofrequency energy (RF) in the microwaverange while being used. They also emit very low levels ofRF when in the stand-by mode. Whereas high levels ofRF can produce health effects (by heating tissue), exposure to low level RF that does not produce heatingeffects causes no known adverse health effects. Manystudies of low level RF exposures have not found anybiological effects. Some studies have suggested thatsome biological effects may occur, but such findingshave not been confirmed by additional research. In somecases, other researchers have had difficulty in reproducing those studies, or in determining the reasonsfor inconsistent results.WWhhaatt iiss FFDDAA''ss rroollee ccoonncceerrnniinngg tthhee ssaaffeettyy ooff wwiirreelleesssspphhoonneess??Under the law, FDA does not review the safety of radiation-emitting consumer products such as wirelessphones before they can be sold, as it does with newdrugs or medical devices. While these base stationsoperate at higher power than do the wireless phonesthemselves, the RF exposures that people get fromthese base stations are typically thousands of timeslower than those they can get from wireless phones.Base stations are thus not the subject of the safety questions discussed in this document.WWhhaatt kkiinnddss ooff pphhoonneess aarree tthhee ssuubbjjeecctt ooff tthhiiss uuppddaattee??The term “wireless phone” refers here to hand-held wireless phones with built-in antennas, often called“cell,” “mobile,” or “PCS” phones. These types of wirelessphones can expose the user to measurable RF energybecause of the short distance between the phone andthe user's head. These RF exposures are limited by FCC safety guidelines that were developed with the advice of FDAand other federal health and safety agencies. When thephone is located at greater distances from the user, theexposure to RF is drastically lower because a person'sRF exposure decreases rapidly with increasing distancefrom the source. The so-called “cordless phones”, whichhave a base unit connected to the telephone wiring in ahouse, typically operate at far lower power levels, andthus produce RF exposures far below the FCC safetylimits. In such a case, FDA could require the manufacturers ofwireless phones to notify users of the health hazard andto repair, replace or recall the phones so that the hazardno longer exists. Although the existing scientific data donot justify FDA regulatory actions, FDA has urged thewireless phone industry to take a number of steps, including the following: Support needed research into possible biologicaleffects of RF of the type emitted by wireless phones; Design wireless phones in a way that minimizes anyRF exposure to the user that is not necessary for devicefunction; and Cooperate in providing users of wireless phones withthe best possible information on possible effects of wireless phone use on human health.FDA belongs to an interagency working group of the federal agencies that have responsibility for differentaspects of RF safety to ensure coordinated efforts at thefederal level. The following agencies belong to this working group: National Institute for Occupational Safety and Health Environmental Protection Agency Federal Communications Commission Occupational Safety and Health Administration National Telecommunications and InformationAdministration The National Institutes of Health participates in someinteragency working group activities, as well.FDA shares regulatory responsibilities for wirelessphones with the FCC. Epidemiological studies can providedata that is directly applicable to human populations, but10 or more years' follow-up may be needed to provideanswers about some health effects, such as cancer. This is because the interval between the time of exposure to a cancer-causing agent and the time tumorsdevelop - if they do - may be many, many years. A few animal studies, however, have suggested that low levels of RF couldaccelerate the development of cancer in laboratory animals. However, many of the studies that showedincreased tumor development used animals that hadbeen genetically engineered or treated with cancer-causing chemicals so as to be pre-disposed todevelop cancer in the absence of RF exposure. Otherstudies exposed the animals to RF for up to 22 hours perday. These conditions are not similar to the conditionsunder which people use wireless phones, so we don'tknow with certainty what the results of such studiesmean for human health.Three large epidemiology studies have been publishedsince December 2000. Between them, the studies investigated any possible association between the useof wireless phones and primary brain cancer, glioma, meningioma, or acoustic neuroma, tumors of the brainor salivary gland, leukemia, or other cancers. None ofthe studies demonstrated the existence of any harmfulhealth effects from wireless phone RF exposures. However, none of the studies can answer questionsabout long-term exposures, since the average period ofphone use in these studies was around three years.PPC4100 Owner’s Manual - EN 3.7.qxd 4/22/2004 4:26 PM Page 276

The test method uses atissue-simulating model of the human head.Standardized SAR test methodology is expected togreatly improve the consistency of measurements madeat different laboratories on the same phone. TheFCC limit is consistent with the safety standards developed by the Institute of Electrical and ElectronicEngineering (IEEE) and the National Council onRadiation Protection and Measurement. The exposurelimit takes into consideration the body's ability to removeheat from the tissues that absorb energy from the wireless phone and is set well below levels known tohave effects.Manufacturers of wireless phones must report the RFexposure level for each model of phone to the FCC. For this reason, FDA helped developa detailed test method to measure electromagnetic interference (EMI) of implanted cardiac pacemakers anddefibrillators from wireless telephones. This test method is now part of a standard sponsored bythe Association for the Advancement of Medical instrumentation (AAMI). The final draft, a joint effort byFDA, medical device manufacturers, and many othergroups, was completed in late 2000. This standard willallow manufacturers to ensure that cardiac pacemakersand defibrillators are safe from wireless phone EMI. FDAhas tested hearing aids for interference from handheldwireless phones and helped develop a voluntary standard sponsored by the IEEE. This standard specifies test methods and performance requirementsfor hearing aids and wireless phones so that no interference occurs when a person uses a compatiblephone and a compatible hearing aid at the same time. This standard was approved by the IEEE in 2000.FDA continues to monitor the use of wireless phones forpossible interactions with other medical devices. Shouldharmful interference be found to occur, FDA will conducttesting to assess the interference and work to resolvethe problem. If you must conduct extended conversations using yourPocket PC phone every day, you could place more distance between your body and the device, since theexposure level drops off dramatically with distance. It isalso advisable to carry your Pocket PC phone away fromyour body.Again, the scientific data do not demonstrate that wireless phones are harmful. For example, the government inthe United Kingdom distributed leaflets containing sucha recommendation in December 2000.
